POSITION: Professional Accountant
REPORT TO: Director of Finance
QUALIFICATIONS:
Experience in the business environment with school board accounting preferred- Bachelor’s Degree in Accounting or Business with a minimum of 12 credit hours in accounting and the ability to obtain WVDE certification as an accountant by accumulating 24 credit hours in accounting
- Apply knowledge of Generally Accepted Accounting Principles and Governmental Accounting Standards to record and report transactions relating to the areas of accounts receivable, accounts payable, payroll, general ledger, fixed assets, and other fiscal affairs
- Ability to communicate effectively, orally and in writing, with diverse individuals and groups within the organization. Knowledge of computer skills, grammar, spelling and mathematical skills, strong organizational and problem-solving skills and be able to proficiently follow written and oral instruction
- Ability to compile and interpret complex financial materials and reports
- Experience with benefit and insurance administration preferred
- Understanding of computerized accounting procedures and proficiency of Microsoft Office and WVEIS
- Demonstrate skills to work cooperatively and effectively with school personnel
- Demonstrate the ability to work independently, to plan and prioritize his/her daily activities, to anticipate job responsibilities that need to be performed and to maintain confidentiality
- Knowledge of best practices relative to accounting and financial management
- Knowledge of County, State, and Federal policies relating to accounts payable function
RESPONSIBILITIES:
- Ensures that all accounts payable financial transactions of the school system are in compliance with federal, state and local policy and are recorded in accordance with generally accepted accounting procedures of the American Institute of Certified Public Accountants and with the requirements of the West Virginia Department of Education – Office of School Finance
- Responsible for the timely resolution of any payroll deduction or vendor disputes or discrepancies in invoicing including overseeing reconciliation of those statements
- Maintains good fiscal control over the fiscal year-end closing of Hancock County Schools to ensure accurate year-end financial reports and a timely opening of the WVEIS financial files for the new fiscal year
- Operates in a manner that ensures the systematic availability of detailed financial records for auditors and others
- Assist Treasurer with the GASB conversion, financial statement preparation, financial statement audits including, but not limited to, preparation of auditor requested schedules and information, gathering of auditor requested documents and files and maintenance of accounts and prepares various account reconciliations
- Monitor and assist with all fixed asset files to include additions, transfers, and disposals
- Assists with reconciliation of all general ledger accounts relating to monthly financial statements
- Assist with the supervision and review of monthly and annual financial reports from the individual schools
- Working knowledge of Medicaid reporting
- Maintain the encumbrance accounting system and monitor and assist all purchasing activities including bidding to meet all legal responsibilities
- Monitor and maintain all payroll deduction and employee benefit systems including but not limited to taxes, retirement, PEIA, unemployment, worker’s compensation, tax sheltered annuities, optional insurances and dental and optical insurances and prepare and submit all reports required for all deductions including tax remittances and submissions, balancing and reporting
- Seeks to streamline work methods and procedures in the Finance Department to promote operational efficiency
- Participates in assigned group projects with other departments to develop new and/or improved policies, procedures, and programs for Hancock County Schools
- Assist in developing improved financial accounting procedures for the many varied programs
- Use of independent judgment and interpretive abilities, and identifies problems which require supervisory attention

- Demonstrate leadership and behavior that reflects established professional responsibilities (i.e., attendance, punctuality, professional dress, and verbal/nonverbal communication)
- Demonstrate knowledge of Board policies and administrative guidelines as they relate to his/her job assignment
- Apply for and maintain Professional Accountant license issued by the WV Dept. of Education
- Perform all other duties required as assigned by the Treasurer/Chief School Business Official
- Act as general accountant and preserve all accounts, vouchers and contracts related to the operation of the Hancock County Board of Education.
TERM OF EMPLOYMENT: 261 Days
COMPENSATION: Based upon degree and experience. Credited experience must be verified as working in an insurance, Medicaid billing, finance, audit, or accounting field.
