Position Summary

The mission of Hope of the Valley Rescue Mission (HOTV) is to prevent, reduce, and eliminate poverty, hunger, and homelessness by offering immediate assistance and long-term solutions. Our mission is to meet our participants needs through an individualized and non-judgmental approach that will ultimately lead to long term housing stability.

The Program Manager supervises all efforts to fulfill the goals and objectives of the Housing Services Department,designing plans and operations according to contract and budget guidelines. This includes overseeing resources and coordinating the efforts of community partners and conducting ongoing progressive engagement to serve participants and leverage HOTV and community assets.

Primary Duties and Responsibilities

Reporting to Director of Housing Services, the Program Manager shall:

  • Maintains a thorough understanding of the SRS (scope of required services) and its contractual obligations there in
  • Achieves contract objectives by supervising staff and providing expertise, guidance, and training
  • Implements Quality Assurance systems while working closely with the Director of Housing Services, highlighting progress in reaching goals and target outcomes
  • Coordinates day-to-day operations of the housing services team, overseeing intake, creation of service plans and housing stability plans for clients
  • Conducts weekly case conferencing meetings and weekly case file audits to ensure participant records are complete and accurate
  • Monitors program compliance with HOTV, LAFH and LAHSA policies and procedures; maintain documentation of all program procedures
  • Assists Director of Housing Services with procedures and forms that facilitate the effective operation of intensive case management and delivery of high-quality services
  • Coordinate’s collaboration efforts with community partners and landlords
  • Assists Director Housing Services with landlord disputes/complaints; prioritizes preservation of relationships with landlords and housing networks
  • Executes other duties as assignedKnowledge, Skills, and Abilities
  • Strong knowledge of best practices in case management and housing navigation, case noting and documentation methods, client focused ideology
  • Knowledge of housing stability plan design and implementation
  • Excellent written and verbal communication and critical thinking skills
  • Basic Microsoft operating system navigation, outlook, word, excel and power-point
  • Deep understanding of participant acuity; ability to assess and consult with team on appropriate levels of care through case conferencing
  • Ability to coach and mentor staff
  • Ability to work with people from various backgrounds and/or limited English capabilities
  • Knowledge of community resources and experience linking participants when appropriate
  • Client- focused, prompt, collaborative/team player, ability to delegate, mentorship skills, effective stress management, leadership skills, conflict resolution/mediation
  • Proficient in Clarity/ HMIS (Homeless Management Information System)

Other Requirements

  • Must be proficient in Microsoft Office Suite, including: Outlook, Word, Excel, PowerPoint; familiar with Database functions and reporting.
  • Prolonged periods of sitting at a desk and working on a computer
  • Ability to walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis
  • Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
  • Occasionally lift and/or move, push and pull up to 25 pounds
  • Hold a California Driver’s license with required insurance and a reliable vehicle.
  • Bilingual (Spanish) preferred
