JOB DESCRIPTION:
JOB TITLE: Accountant III
HOURS: 30 Hours/Week
BENEFIT ELIGIBLE: Yes
DEPARTMENT: Finance
SUPERVISOR: Finance Director
LOCATION: Lakeport, CA
FLSA STATUS: NON-EXEMPT
PAY SCALE: GSA Grade 7 or 8 (Depending on Qualifications)
SUMMARY: Under general direction of the Finance Director, performs accounting tasks related to the accounts receivable, financial record keeping, maintenance, review, verification, and support functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
- Performs accounting functions which include end-of-month and end-of-year journal entries.
- Responsible for bank deposits and reconciling all monthly bank statements.
- Develops, analyzes, and interprets statistical and accounting information in order to appraise operating results in terms of performance against budget and other matters bearing on the fiscal soundness and operating effectiveness of the organization.
- Responsible for maintaining, tracking, and communicating fiduciary accounts.
- Oversees all backup documentation and data spreadsheets as an internal control.
- Oversees all Accounts Payable transactions as an internal control.
- Oversees Petty Cash as an internal control.
- Back up for all Program Files (Cross Trained by the Finance Director).
- Assists with annual and any periodic audits as required.
- Responsible for management of the key system.
- Interacts with department and other staff coordinating data.
- Meets with all program managers on a monthly basis to give them monthly activity reports on each of their programs and make any adjustments as needed.
- Participates in the preparation for the annual audits.
- Maintains confidentiality of information.
- Responsible for Transfer Journal Entries, Deposit Journal Entries and Adjusting
Journal Entries.

- This is a senior-level staff position, which requires a professional individual with a demonstrated ability to achieve goals within the context of a complex organization and community setting.
- Requires knowledge of the principles and practices of Generally Accepted
Accounting Principles (GAAP) and of Public Administration with emphasis on fiscal management, fund accounting, and government finance.
- Requires analytical and computation skills, ability to prepare and audit financial records, and ability to establish, maintain and manage internal controls.
- Requires competence with Windows, word processing and spreadsheet software is essential.
EDUCATION AND/OR EXPERIENCE:
- Possession of a college degree in Business Administration, Accounting, Finance or related field with 3 years or more of progressive work experience in accounting, of which at least 6 months is in government/fund accounting; or
- A combination of training, education, and experience in accounting demonstrating the required knowledge and abilities in the accounting field.
- Experience with accounting software packages typical to government/fund accounting is desirable.
LANGUAGE SKILLS:
- Requires an individual with demonstrated verbal and written communication skills.
REASONING ABILITY:
- Requires ability to plan, assign and direct workflow and ability to establish and maintain effective working relationships with employees, other agencies and the public.
CERTIFICATE, LICENSES, REGISTRATIONS:
- Must have a valid California driver’s license
