Responsibilities


GENERAL PURPOSE:
With limited direction and considerable latitude for independent judgment and decision-making, the Administrator provides high-level support to the Divisions of Midwifery, University OB/GYN, the Fingerlakes Ob/GYN practice, and the South Clinton Menopause Center, including practice oversight for over 30 healthcare providers. This position provides direction and leadership of divisional activities optimizing clinical practice performance/patient flow, developing staffing plans and practice operating budgets, while overseeing surgical scheduling and clerical teams. This includes the oversight and direction of fiscal, administrative and personnel functions. This position requires a person with sound judgment, attention to detail, professionalism, outstanding communication skills, and the ability to maintain confidentiality. As Practice Administrator, this position has primary responsibility maintaining and developing office processes and procedures based on needs identified by physicians, nurse practitioners, department chair and program administrator. This position directly supervises all administrative staff and works closely with the nurse manager to ensure efficient and safe clinic processes are in place.

PROGRAM SUPPORT:

  • With Division Chiefs, provides initiative in identifying and evaluating staffing needs of the division in the areas of administrative and clinical activities.

  • Provide administrative support for the Regional practice sites including patient communication, payroll support, onboarding of new staff, etc.

  • Work closely with chiefs on new projects, initiatives, and coordinating tasks

  • Ensure internal practices are following University policies.

  • Evaluate practice for trends and identify opportunities for enhancement within the division; prepares analytical reports

  • Plan and direct the administrative and clinical support for division activities in order to effectively manage available resources

  • Monitor business plans to ensure staffing complement is supporting best clinical practice and administrative practice

  • Assist the Chiefs by informing and advising on administrative and fiscal activities, with a strong focus on strategic planning and problem resolution.

  • Represent the Division in interactions with the Department, Strong Memorial Hospital or affiliates, and the Medical Center.

  • Oversee the Division’s activities to ensure efficient and effective operations. Seek opportunities to improve operations through analysis of internal reports and performance metrics, as well as identification of industry best practices.

  • Assist in development of marketing plans and website updates.

  • On behalf of the Division, respond to inquiries involving the University as well as departmental policy, regulations, procedures, etc.

  • Represent Divisions at departmental meetings.

  • Participation in University-wide initiatives to improve business processes

  • Explores opportunities revenue generation

  • Analyzes operational discrepancies and bring areas of concern and possible solutions to the attention of the Directors

  • IT and Space – With the Division Directors and senior administrator, oversees all space matters including space, furniture and equipment assignments. Evaluates and implements all IT infrastructure needs to support division functions

  • Revenue cycle management- Works collaboratively to ensure all division outpatient and contractual services are performed and billed correctly in compliance with institutional revenue cycle metrics.

  • Works with Division Directors to review provider and staff productivity.

  • Coordination, scheduling, and patient communication for Divisions off-site surgical scheduling

  • Create/Build template monthly for providers and APP’s as well as manage daily changes/conflicts

  • Selects and supervises 12 clerical staff including recruitment, training, evaluation, counseling, salary recommendations, and disciplinary actions.

  • Prepares personnel forms for submission to OBGYN Administration for all staff and faculty positions, including job status changes, job postings, and account changes.

  • Coordinate annual staff performance evaluation and salary increase programs.

  • Interpret UR personnel policy for agency staff and faculty. Ensures compliance with personnel procedures

  • Develops job descriptions, manuals and training for office functions. Initiate and organize agency training opportunities, clinical and administrative

  • Maintain confidential personnel files and establish internal policies and procedures.

  • Orientation of all new staff/providers

  • Serves as the primary point of contact for payroll policies and procedures

  • Audits time and attendance in HRMS; communicates with staff and supervisors regarding discrepancies or inconsistencies

  • Maintain responsibility for purchasing requests, gaining approval of equipment, service, space and equipment reporting.

  • Verify and authorize expenses.

  • Development and implementation of auditing policies and procedures, as well as providing training and advisement on these policies

  • Submit all billing invoices and capital orders via P2P and create PO requests as needed

  • Reviews accounts of Midwifery, University Ob/Gyn, South Clinton, and Fingerlakes Ob/Gyn to ensure for accuracy and expense oversight

  • With Independent judgment, negotiates with University Property & Real Estate, SMH Planning, the landlord, and other departments and outside vendors for appropriate services for facility. Monitor and address physical plant needs.

  • Liaison with facility management and cleaning vendors to ensure facility repairs and other needs are being maintained

  • Coordinate and monitor the provision of support services including but not limited to, security, fire and safety issues, telephone service, computing and data functions, courier and mail services, pharmacy, laboratory, and medical supplies and equipment.

  • Will provide routine reports illustrating business growth and development

Other duties as assigned


REQUIREMENTS:


Bachelor's degree and 5 years relevant experience including at least 2 years at a managerial level; or equivalent combination of education and experience. Master's degree, equivalent course work, or specialized experience in an appropriate field related to the assignment is desirable.
