The Oregon Department of Environmental Quality has two full-time opportunities available for an Air Quality Planner (Operations & Policy Analyst 3) in Portland, Oregon.

The Air Quality Division is responsible for collecting environmental information, analyzing environmental information, and developing sound and effective environmental strategies. The Division ensures that the technical and scientific expertise is available to inform and carry out these responsibilities. In partnership with others, the Division takes a comprehensive and holistic view of environmental impacts and seeks to create solutions that enable actions that can reduce those impacts. The goal of the Air Quality Division is to ensure clean and healthy air for all Oregonians, which directly supports DEQ’s mission. The Air Quality Division is responsible for developing new air quality programs and supporting the Regions as they implement existing air quality programs.

What you will do!

You will serve as an agency policy expert responsible for the development and implementation of local and statewide air pollution reduction strategies affecting a wide variety of pollution sources and the public, with a key focus area of air toxics reduction. You will lead DEQ and stakeholder teams to gather scientific, policy, legal, and other information, including public input, to formulate policy, regulations, and programs that satisfy state and federal law, as well as the agency’s strategic goals for air quality. This work may address multiple types of air pollution, including federal criteria pollutants (such as ozone or fine particulate), toxic air pollutants (i.e. air toxics), regional haze, and green house gas pollution.

What are we looking for?

Minimum Qualifications: Bachelor’s degree in a business or public administration, behavioral or social sciences, finance, political science, or a related degree, AND 4 years of professional-level evaluative, analytical, and planning work (or an equivalent combination of education and experience).

Candidates who are most competitive will also reflect the following:

  • Experience developing policy analysis and presenting it to management, stakeholder groups, and the public to solicit input to inform decision-making.
  • Facilitation of stakeholder/public engagement experience; experience working with multiple parties with competing interests to achieve common goals.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences.
  • Experience developing policy analysis for an air quality program or other natural resource program.
  • Experience interpreting and/or implementing the Clean Air Act, federal air quality rules, and/or state air quality rules.
  • Experience developing and/or implementing State Implementation Plans.
  • Effective presentation skills and an ability to match presentation style to the needs of individual audiences; experience presenting technical analysis to stakeholder groups and the public.
  • Proficient in Excel and/or other statistical and database packages; experience using GIS software to evaluate environmental data.
  • Experience developing clear and concise technical analysis to support policy decisions.

Working Conditions:

Work is primarily in a fast-paced professional office with multiple demands on time. This position requires occasional travel on official State business in- and out-of-state for meetings, conferences, workshops, trainings, site visits, and public hearings, some of which may be held in the evenings and involve overnight stays.
