Background:

PKL Services will be providing contractor Organizational Level (O-Level) maintenance in support to 3rd Marine Aircraft Wing (3rd MAW) squadrons on both Marine Corps Air Station Miramar, CA, and Marine Corps Base Camp Pendleton, CA.

PKL employees at these sites are subject to a Union/Collective Bargaining Agreement (CBA) regarding employment terms and work rules.

Job Description:

The Maintenance Control Supervisor shall have a high level of specific aircraft maintenance knowledge and management expertise that allows them to supervise the execution of the various tasks encompassed within the wide spectrum of aviation maintenance matters. Shall have supervisory authority to direct work centers and personnel to accomplish specific maintenance actions as required to accomplish the mission.

Additional duties include:

• Direct, coordinate and monitor all maintenance/material actions necessary to retain or restore aircraft, material, equipment or components to a serviceable condition with a minimum expenditure of resources in the most efficient practical manner.
• Aircraft Discrepancy Book screening to verify all discrepancies are accurately Equipment Operational Capability (EOC) coded per the Mission-Essential Subsystem Matrix (MESM).

• Verifies all downing discrepancies and flight safety Quality Assurance (QA) inspections are signed off.

• Direct cannibalization actions to meet the unit's maintenance plan.

• Assign project/priority codes on OOMA work orders.
• If designated by proper authority, the Releasing of Aircraft “Safe for Flight.”

• Ensures that valid daily/turnaround inspections are documented as complete.

• Monitor maintenance SCIR documentation via the NALCOMIS/OOMA automated documentation system.
• Direct scheduled/unscheduled maintenance actions to meet operational tasking identified by the government/flight schedule.
• Brief aircrew prior to Functional Check Flights (FCF).
• Review aircrew documentation of aircraft FCF performance.
• Request cannibalization authorization from higher authority when required.
• Coordinate Depot Level Inspection/Repair actions.
• Assign workload priorities during daily meetings with work centers.
• Manage awaiting maintenance and material status.
• Manage T/M/S Aircraft configuration.
• Screen, maintain and sign Aeronautical Equipment Service Records, Aircraft Logbooks.
• Daily liaison with Quality Assurance personnel.
• Notify QAR’s of all Flight Critical, Safety of Flight, and mandatory QA inspections.
• Monitor high time components.
• Establish supply priorities.
• Coordinate work center maintenance tasks to meet the daily flight schedule and FCF requirements.

Required educational/skills background:

• High School Diploma or GED.
• Shall have completed the Navy Class “C” for Maintenance Material Control Management or the equivalent.

• Working knowledge of the CNAFINST 4790.2, naval maintenance publications, maintenance requirement cards, and the ability to document maintenance utilizing the Naval Aviation Logistics Command Information System (NALCOMIS).
• Possess an extensive background in the field of aircraft maintenance and material support with a minimum of three (3) years of V-22 aviation maintenance experience.
• Past experience in a supervisory position that included responsibility for assigning program workloads as well as duties for entire shifts.
• Must have experience supervising daily flight operations personnel supporting scheduled and unscheduled maintenance.
• Prior qualified level III V-22 mechanic or avionics technician.
• Knowledgeable of technical directives and CNAFINST 4790.2 Series; be knowledgeable of and understand basic supply procedures.
• Must be familiar with all publications relevant to the maintenance of the Type Model Series aircraft appropriate to the assignment and have a thorough practical and theoretical knowledge of the equipment/systems.
• Working knowledge of Naval Aviation Maintenance Program Standard Operating Procedures (NAMSOPs) and local NAMPSOP instructions.

• This position will require U.S. citizenship and the eligibility for a Secret Security Clearance.

Physical Demands and Work Environment:

• Primarily in an office environment but may traverse into high noise areas or near active jet aircraft operating ramps.
• Ability to both sit and stand for long periods of time.
• Ability to perform repetitive motion (keyboarding, 10-key).
• This position requires normal physical functions. Work may require frequent bending, reaching, and climbing.
• The noise level in the primary work environment is usually moderate.
• May be exposed at times to moderate discomforts such as heat, cold, rain, wind.
