This position is Contingent on a vacancy.
The ALSS Quality Assurance Representative (QAR) will monitor and evaluate maintenance actions to ensure safe and reliable aircraft components are provided in accordance with current technical manuals, directives, and instructions applicable to the maintenance program. They monitor safety and conduct program and process audits as directed by the Quality Assurance Manager and contract requirements.
The ALSS QAR employs an in-depth knowledge of Maintenance and Quality Assurance procedures and is responsible for a thorough knowledge of aircraft components and accessories. They must have an in-depth knowledge of Aviation Life-support Systems maintenance/technical manuals and publications, technical directives, safety procedures, ground support equipment, and special tools. Employs the ability to research, read and interpret drawings. Will be required to write with clarity and technical accuracy. Responsible for a thorough knowledge of applicable contractual requirements.
Principal Responsibilities and Accountabilities:
Execute/participate in QC managed/monitored programs as directed.
- Initiate and review maintenance instructions and operating procedures.
- Review Maintenance Instruction Manuals (MIMS), Illustrated Parts Breakdown (IPB's), Maintenance Requirements Cards (MRC's), Technical Directives (TD's), and other maintenance related publications for accuracy and applicability.
- Investigate trouble areas independently or as part of a task force and provide recommendations for corrections.
- Assist in certification, qualification, or designation programs as required.
- Use provided test equipment and support equipment to perform assigned tasks.
- Assist in interpreting findings of certain non-destructive testing.
- Establish and maintain liaison with CNATRA Detachment, Cognizant Field Activities (CFA's), Naval Aviation Depots, manufacturer's representatives, supported activity's Quality Control Divisions, AIMD workcenters and Production Control.
- Provide classroom, hands-on training and monitoring of personnel training programs.
- Participate in Corrective Action Boards (CAB's) as directed.
- Monitor work site for conditions and circumstances that create an unsafe work environment. Report such incidents or conditions to Production/Division Lead’s and QC Manager as soon as possible.
- Ensure adherence to all applicable Foreign Object Damage (FOD) prevention rules and regulations including participation in FOD walkdowns when directed.
- Perform receiving, screening, in-process and final inspections and complete VIDS/MAFS as required.
- Initiate "R" discovered VIDS/MAFS for discrepancies discovered during inspection process as required.
- Participate in aircraft and support equipment mishaps or injury investigations as directed.
- Provide guidance to other company employees by sharing technical knowledge to enhance accomplishment of assigned tasks.
- Performs audits and inspections of workcenters and ongoing maintenance actions, procedures, equipment and facilities.
- Reviews maintenance source documents, inspection records, notes re-occurring discrepancies or trends and initiates appropriate action.
- Investigate reports of defective material or workmanship.
- Perform duties of Central Technical Publications Librarian during periods of personal or sick leave, vacation, breaks, reserve duty or during increased workload periods.
- May be required to perform Gas Free Engineering duties when qualified and authorized.
- Accurately complete and sign individual employee timesheet.
- Responsible for adhering to all applicable Foreign Object Damage (FOD) prevention and Tool Control rules and regulations including participation in FOD walkdowns when directed.
- Maintain cleanliness of the workcenter and around your assigned work area.
- Comply with established general and industrial safety rules and regulations as applicable to the contract, facilities and job assignment.
- Maintain appropriate records of all work accomplished.
- Comply with established Hazardous Material/Waste Programs and Local, State, and Federal Environmental Protection Agency regulations.
- Perform simple computer input and extraction functions.
- May be required to perform duties of HAZMAT/HazWaste Custodian or Assistant Custodian when authorized and designated.
- Assist when directed to ensure safety, security and preservation of government owned and company owned equipment and property.
- May be required to assist other employees in the performance of their duties during periods of personal or sick leave, vacation, breaks, reserve duty or during increased workload periods.
- Perform other duties when directed.
- May be required to pass a respirator physical and wear a respirator while performing work related duties.
- Initiate reports required under the Naval Aviation Maintenance Discrepancy Reporting Program (NAMDRP).
- When directed, assist management in investigating reports of defective material, workmanship or work sites incidents.
- Required to handle hazardous materials in performance of assigned duties.
- Attend meetings/training when directed
- Assist in the search for lost tools/items when directed.
- May be required to operate a forklift.
- May be temporarily assigned to work at NAS Corpus Christi.
Basic Qualifications:
Minimum of five (5) years recent experience in Aviation Life Support Systems (must be a graduate of Navy PR or Air force or Army MOS Course). Three (3) years as a practicing Military Quality Control Representative/ Specialist or five (5) years’ experience in contract aircraft maintenance or as contract maintenance Quality Control Inspector.
A thorough knowledge of Quality Control (QC) and maintenance procedures.
Must have above average knowledge of assigned components and support equipment, troubleshooting, repair and maintenance procedures and be competent and willing to apply that knowledge.
Must have superior knowledge and ability to utilize data contained in COMNAVAIRFORINST 4790.2 series, and other applicable Navy instructions, maintenance instruction manuals, IPB's, manufacturer's manuals and company instructions as required for the performance of job functions.
Use and interpret safety manuals, material safety data sheets, manufacturer's manuals, technical bulletins, and other pertinent data.
Ability to collect data, prepare and present clear, concise, oral and written reports.
May be required to become Battery Locker qualified.
May be required to become Tire and Wheel qualified and certified.
May be required to become Hydraulic Contamination qualified.
Ability to establish and maintain a professional liaison with CNATRA Detachment, Cognizant Field Activities (CFA's), Naval Aviation Depots, manufacturer's representatives, supported activity's Quality Control Divisions, AIMD workcenters and Production Control.
Must have the ability to teach and instruct others.
Must become qualified to perform receiving, in process and final Quality Control Inspections in one or more workcenters within sixty (60) days of date of hire or assignment to position.
Must be able to use precision measuring equipment and interpret data obtained.
Must have a valid state operator's license and be able to pass the government licensing requirements for support equipment and forklifts.
Obtain and maintain all applicable GSE Licenses.
Must become familiar with Company and Government Environmental, Health and Safety, Quality Control and Property Control policies and procedures and local operating procedures within sixty (60) days of date of hire or assignment to position.
Must be able to read, speak, write legibly and understand the English language.
Knowledge of materials used and safety precautions as applicable to usage.
Must have graduated from or complete within 30 days of hire, a Navy approved corrosion training course.
Must have the ability to accurately carry out written and verbal orders, instructions, and directives.
Must be able to obtain a government Common Access Card (CAC) within six (6) months and maintain the required Security Clearance.
Physical Requirements:
Climbing, standing, stooping, bending, pushing, kneeling, stretching, extensive walking and working in tiring uncomfortable positions. May require lifting of objects whose weight normally will not exceed fifty (50) pounds.
Working Environment:
The diversity of working conditions may range from a standard climate-controlled environment where there is no physical discomfort, to a non-climate-controlled environment, to an environment where inclement weather may subject individual to severe changes of temperature, wind, rain, etc. May be required to work in areas where high noise hazards prevail.
