Juris Doctor degree
- English Proficiency

- The ability to obtain a license to practice law in the State of Oklahoma and become a member in good standing of the Oklahoma Bar Association within 180 days of employment

POSITION PURPOSE : To provide support to the City Attorney, prosecute violations of the Enid Municipal Code, promote integrity within the democratic processes of the City of Enid, provide legal support in all areas of operation and ensure that all departments and personnel comply with federal, state and municipal laws and regulations.
Provides support to the City Attorney.- Provides legal support to the City, including the City Manager, the Mayor and Board of Commissioners, other City Boards and Commissions, Public Trusts, and all departments of the City.
- Advises the City in matters concerning business transactions, bankruptcy claims, debt collection, subrogation, tort claim liability, prosecuting and defending lawsuits, contract negotiation, unemployment, workers’ compensation, employee benefits, FMLA issues, HIPAA issues, collective bargaining, property acquisition, property rights, and various other questions and issues of law.
- Represents the City in litigation as required.
- Stays abreast of developments in the law to ensure that the City’s policies, procedures and practices are consistent with the law.
- Acquires and examines records, including deeds, leases, easements, rights of way, and probate documents.
- Prepares and plots legal descriptions.
- Drafts resolutions, ordinances, policies, plea agreements, contracts, deeds, leases, easements, liens, legal opinions, pleadings, and other legal documents.
- Reviews all charges and prosecutes criminal cases in the Municipal Court, including a Juvenile Court, and represents the City when cases are appealed to the district court.
- Interprets laws and regulations for the City.
- Performs extensive legal research, often utilizing West Law and other legal websites.
- Supervises the Court Clerk.
- Reviews and responds to Open Records requests and subpoenas.
- Attends meetings of the Mayor and Board of Commissioners and presents ordinances, resolutions, and contracts for approval.
- Provides training for the Mayor and Board of Commissioners and the Enid Police Department.
- Participates in investigations of discrimination and harassment complaints, facilitates the settlement of work place complaints, assists in developing procedures to promote a non-discriminatory work place.
- Participates in administrative hearings.
- Maintain confidentiality of records and communications, including but not limited to private health information.

QUALIFICATIONS :
EDUCATION/EXPERIENCE: Juris Doctorate degree (required) and at least two years related experience and/or training (preferred)
CERTIFICATES/LICENSES: Licensed to practice law in the State of Oklahoma within 180 days of employment
Notary Public (within 180 days)
REQUIRED KNOWLEDGE: Law and Government — Knowledge of laws and regulations, court procedures, and the democratic political process
Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, leadership, production methods, and coordination of people and resources.
Computer — Proficient personal computer skills including electronic mail, record-keeping, routine database activity to include development of spreadsheets, formulas, record tracking applications, word processing, graphics, etc.
Specialized — Knowledge of municipal law, criminal law, employment law, bankruptcy law, property law, debt collection, insurance defense, claim liability, subrogation, and workers’ compensation.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION:
Finger Dexterity: Manual dexterity sufficient to reach/handle items and work with the fingers.
Visual Ability: Normal vision, with or without corrective lenses.
Physical Strength: Exerts up to 10 lbs. of force occasionally. (Almost all office jobs.) Sedentary physical activity performing non-strenuous daily activities of an administrative nature. Extensive sitting. Frequent use of arms, hands, and fingers to reach, handle, touch, and feel.
Language/Comprehension: Ability to read, analyze, and interpret complex documents. Ability to respond to the most sensitive inquires or complaints. Ability to write speeches and articles using original or innovative techniques or styles. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to the City Commission, management, and public groups.
Mathematics Ability: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rates, ratio, and percentage and to draw and interpret bar graphs.
Work Schedule/Hours: Regular – 8-hour shift, typically 8:00 a.m. to 5:00 p.m., Monday through Friday.
Nights and weekends as required.
Other – Salaried position requiring occasional attendance at meetings after normal business hours and the ability to respond by telephone or email to address problems that may develop after normal business hours.

Noise level: Moderate noise (examples: business office with computers and printers, light traffic).

- 6-8 years of legal experience
