Project/Unit Description

The Air National Guard Programs Division (ANGPD) is predominantly focused on delivering combat capability to the Air National Guard through sponsor-focused systems upgrades, testing, and training programs. ANGPD provides sponsors programmatic and technological solutions in a variety of areas including program management, system engineering, operations, acquisitions, test & evaluation (T&E), tactics, training, and research. This position is for an Associate Branch Head role that will also be performing sponsored research.

Job Purpose

The Associate Branch Head leads and contributes technically to sponsored research projects, The Associate Branch Head also assists the Branch Head with staffing, appraisals, hiring and technical research activities.

Key Responsibilities

  • Oversee large and complex test programs, test events, and test teams
  • Analyze and assess test results against metrics
  • Develop overall test program strategy and best practices
  • Serve as the primary author of technical reports and presentations for projects of moderate-to-high complexity
  • Compile report inputs from other researchers and prepare final report deliverables
  • Lead and support business development engagement with sponsors
  • Contribute to white papers and technical proposals

Additional Responsibilities

The Associate Branch Head assists the Branch Head with the following responsibilities:

  • Oversee and manage branch budgets, resources and compliance with institute policies and procedures
  • Oversee and manage sponsored research in the branch
  • Support branch operations and coordination across branches within the division and other laboratories of GTRI
  • Train and mentor branch members to develop their expertise in conducting research
  • Lead Air National Guard Air Force Reserve Command Test Center (AATC) projects and other programs for our sponsor
  • Coordinate, plan and lead flight test actions for AATC in the local Tucson area and all western test ranges
  • Coordinate with current GTRI efforts, industry and government stakeholders to find synergy between EW efforts across the services and these other organizations
  • Provide subject matter expertise on Electronic Warfare (EW), EW flight test planning, execution, data analysis, and reporting
  • Lead or support other flight test engineers in the development of flight scenarios in order to efficiently and effectively collect data necessary to determine system performance under test
  • Support sponsor programmatic reviews, planning meetings, concept development efforts, and technical interchange meetings
  • Perform other duties as assigned

Required Minimum Qualifications

  • Operational and test experience with tactical military aircraft
  • Electronic Warfare experience in deployed operations, tactics development, operational test and fielding
  • Thorough knowledge of major threat systems to aircraft
  • Demonstrated leadership through previous positions

Preferred Qualifications

  • Active Top Secret Clearance
  • Graduate of test pilot school, or major Operational Test Agency (OTA) course combined with actual Operational Test (OT) or Developmental Test (DT) experience serving as a test engineer, program lead or aircrew
  • Experience in test and evaluation of aerospace systems, sensor integration, signal processing, electro-optical/infrared sensors, or radio-frequency threat systems
  • Experience in the development of flight test data analysis tools
  • Experience with 4th and 5th generation fighter mission systems and tactical employment considerations

  • 9 years of related experience with a Bachelor’s degree in Systems Engineering, Aerospace Engineering, Electrical Engineering, Computer Science, or related fields of study
  • 7 years of related experience with a Masters’ degree in Systems Engineering, Aerospace Engineering, Electrical Engineering, Computer Science, or related fields of study
  • 4 years of related experience with a Ph.D. in Systems Engineering, Aerospace Engineering, Electrical Engineering, Computer Science, or related fields of study

U.S. Citizenship Requirements

Due to our research contracts with the U.S. federal government, candidates for this position must be U.S. Citizens.

Clearance Type Required

Candidates must be able to obtain and maintain an active security clearance.
