Dexteritech (DTS) is seeking a skilled Business Process Expert to support our Department of Veterans Affairs (VA) Office of Information and Technology (OIT) customer. Primary Responsibilities
- Extensive knowledge in business process and system analysis, design, improvement, and implementation efforts and in translating business process needs into technical requirements.
- Provide expertise in change management and training support.
- Provide organizational and strategic planning for a wide variety of technical and functional environments.
- Provide expertise in the following areas, including but not limited to, Configuration Management, Strategic Planning, Knowledge Management, Business Analysis and Technical Analysis.
- Analytically and systematically evaluates problems, workflows, and organizations and develops appropriate plans of action.
- Applies business process improvement practices to business process modernization projects.
- Perform process design and improvement work under the direction of Government resources.
- Plan discovery assessments: improvement or design planning (to include recommendations for appropriate process improvement and design methodologies), proposing and defining performance metrics, developing and implementing measurement plans, performing As-Is and To-Be analysis (including workflow maps), developing courses of action for government consideration, and implementation of selected actions.
- Develop and manage implementation plans, SOPs based on Government identified processes, development and delivery of training materials, development of communications products.
- Provide process improvement/design plans that include methodology recommendations; Discovery analysis that include problem statement definition, scope definition, high-level process mapping, AS-IS/TO-BE documentation, and measurement plans; improvement recommendations for current performance assessments, root cause analysis, and To-Be Analysis; Implementation planning including development and testing plans, change management plans, and training plans; implemented solutions including SOPs, process documentation, training materials, and communications; and control assessment including post-implementation performance analysis and retrospectives.
Minimum Qualifications
- Master’s Degree (10 years of additional relevant experience may be substituted for education)
- 10 years’ related experience required.
- Experience in the analysis of IT business and information environment, activities, and events
- Deep knowledge of data analysis, trend finding, patterns and the ability to identify risks and offer solutions for improving processes that will improve overall agency performance
- Ability to rapidly prioritize competing requirements
- Ability to understand and simplify customer requirements
- Ability to communicate end user feedback to technical and design leads
- Exceptional communication skills
- Strong understanding of Software Development Life Cycle (SDLC)
- Process Improvement/ Process Design practices, such as:
- Six Sigma
- Lean
- Total Quality Management
- Theory of Constraints
- Business Analysis
- Proven knowledge of industry standards
- Ability to obtain and maintain a Tier II Moderate Risk Background Investigation.
- Legal authorization to work in the U.S.
Desired Qualifications
- Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
- Provide expert guidance to optimize systems, procedures, and processes, evaluate operational and program effectiveness and develop solutions to make improvements or address performance issues.
- Strong project management, analytical thinking, and problem-solving skills
- Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
- Capable self-starter with a drive to get all types of work done and high attention to detail.
- Excellent ability to communicate across most mediums and settings.
- Knowledge of military and Veteran populations.
