POSITION OBJECTIVE: Support the development and implementation of a comprehensive behavioral health system of care in Circuit 14. Help clients recover from behavioral health disorders.

ESSENTIAL FUNCTIONS INCLUDE:

· Facilitate the relationships between network providers, community stakeholders (school systems, Department of Juvenile Justice (DJJ), Agency for Person with Disabilities (APD), Medicaid, non-contracted providers, child welfare, court systems, law enforcement, faith-based organizations, homelessness organizations, etc.) and relevant agencies to ensure effective collaboration in the community regarding behavioral health services for both adults and children.

· Participate in all activities associated with the integration of child welfare and behavioral health services

· Ensure clients receive the best services possible

· Be a Subject Matter Expert on behavioral health services

· Ensure NWFHN meets its contractual and reporting requirements with the Department of Children and Families (DCF)

· Ensure network providers meet sub-contractual and reporting requirements

· Facilitate the sharing of best practices across the region

· Assess the network for service needs and opportunities for improvement

· Develop and nurture relationships with network provider staff and other key stakeholders to ensure effective collaboration

· Assist consumers with connecting to the appropriate service

· Investigate consumer/stakeholder complaints against providers

· Investigate serious incidents are reported in DCF’s incident reporting system

· Understand the various funding sources available to persons served and the appropriate systems and methods of utilization

· Collaborate with local stakeholders to maintain a focus on elements of a Recovery Oriented System of Care (ROSC)

· Coordinate for and lead a children’s system of care - bringing together various agencies the provide children behavioral health services.

· Develop, cultivate and disseminate a variety of community resources that will aid both persons served and providers

· Monitor for gaps, trends and training needs

· Facilitate the creation (or triannual review) of each county Central Receiving System transportation plan

· Collaborate with local providers and partners to identify and promote evidence based or evidence informed therapeutic interventions

· Participate in Quality Assurance/Quality Improvement and contract monitoring processes

· Participate in the development of the strategic plan, annual operational plan, and the network management plan

· Participate in the development of policies and procedures

· Understand, support and promote the organization’s mission, vision and values

· Provide supervision to the Behavioral Health Coordinators in the Circuit
