Job description
Under the direction of the Assistant City Manager, this position provides specialized, administrative work in the development and coordination of the activities and operations of C.A.T.S. This position normally works 40 hours per week, with some weekends and nights.
The Clovis Area Transit System's mission is to provide safe, reliable, and efficient transportation service to the Clovis community.
**This position has been classified as a safety sensitive position and is subject to City drug testing policy to include pre-employment, random, reasonable suspicion and post-accident for the following prohibited substances: marijuana, amphetamines, opioids, phencyclidine (PCP), and cocaine, as well as any drug not approved for medical use by the U.S. Drug Enforcement Administration or the U.S. Food and Drug Administration.**
- Oversees financial reports and submits to state and federal as required.
- Processes reimbursement requests to the state and tracks payments.
- Responsible for the overall fiscal management of the department and submits annual budgets and grants.
- Develops, organizes, and may instruct a variety of activities and programs involving public transportation.
- Selects, trains, supervises, and evaluates staff engaged in conducting programs and activities for transit.
- Evaluates local conditions and needs and develops immediate and long-range plans for a transit program.
- Administers funded projects and accounts for fund expenditures.
- Writes, submits, and administers state and federal transit funding grants.
- Follows procurement procedures in requesting purchases.
- Provides both written and verbal reports to the Assistant City Manager, and City Commissioners as requested.
- Provides information, and assistance to citizens regarding public transportation.
- Performs any of the duties of subordinate positions as needed.
- Hires transit staff with the approval of the City Administration.
- Evaluates transit staff and makes recommendations for advancement or otherwise.
- Ascertains driving conditions in inclement weather and recommends whether vans and busses will run and if so, when they will start running.
- Submits monthly, quarterly, and annual reports to the NMDOT.
- Drives CATS van to transport citizens as needed
- Attends the City Commission meetings when requested.
- Attend staff meetings as requested.
- Required to stay current with Program regulations and changes.
- Maintains statistical information and updates appropriate files, records, and policies to maintain compliance with federal funding agency's regulatory requirements.
- Maintains exceptional customer service at all times.
- Provides all transportation service in a safe and secure manner.
Minimum Qualifications:
Requires 5 years’ experience in transit management, or graduation from an accredited college or university with a degree in business administration, or related field, plus two years progressively responsible experience in institutions dealing specifically with public transit.- Must have a valid driver's license with a good driving record to meet insurance requirements.
- Accounting or bookkeeping, supervisory, grant writing, policy & procedures development and computer experience is preferred.
- Must be able to interact and work well with the public.
