Project is currently funded through February 2025 with possibility of extension.

Within the Center of Innovative Solutions and Program Excellence (CISPE) in the Executive Office of Innovation and Technology Division (OIT), the Change Practitioners (MA5) will support the successful implementation of the 988 Call Center project.


The 988 Call Center Project is a large, complex, and multidimensional effort spanning organization changes across the Department of Health.


One Change Practitioner (MA5) will focus on change management internally, while the other Change Practitioner will focus on change management in coordination with external partners.


The Change Practitioner supports this project and initiatives by:

  • Providing expert-level organization change management through changes implemented to create capacity to answer 988 calls in Washington, expanding access to behavioral health, crisis services.
  • Using expert level analysis and planning skills to ensure changes are adopted by impacted groups.
  • Using expert level analysis and planning skills to agency support agency commitment and preparation to sustain these changes.
  • Building agency change capacity, through training and technical assistance to agency leadership and staff.


The Change Practitioner’s (MA5) responsibilities include, but are not limited to
:


  • Serve as the Organization Change Manager for systems and business changes across the multidimensional and complex 988 call center project.
  • Develop and implement a change management approach to sustain positive outcomes for the 988 Call Center project and other agency projects and initiatives, using Prosci methodology.
  • Support DOH Leadership toward the realization of the value of projects and initiatives by ensuring changes are adopted and the agency is committed and prepared to sustain these changes.
  • Conducts assessments define successful adoption of change and the impact of the change on effected individuals and groups.
  • Manages tracking calendar and ongoing ADKAR and PCT assessments to track performance on adoption of the change.
  • Manages recognition for project success and transfers project ownership, knowledge, and assets to operational business owner.
  • Leads engagement with the project sponsor and key stakeholders to determine and implement needed adjustments throughout project implementation.
  • Develops sustainment actions, roles, and timelines to ensure that changes stick.

The Executive Office of Innovation and Technology (OIT) is a division within the Department of Health (DOH) that works to harness the potential of Technology, Innovation, Data, and Informatics.

Reporting to the Chief of Innovation and Technology, the Director of the Center of Innovative Solutions and Program Excellence (CISPE) is accountable for the direction and operations of CISPE and the oversight and strategic direction of resources that deliver essential IT and strategic operational services in support of the agency mission.

The department’s Office of Organizational Agility (OOA) is responsible for providing organizational change management and continuous improvement/Lean strategies and services across DOH to achieve the agency’s strategic priorities.
This portfolio of work regularly includes precedent-setting, agency-wide projects, including organizational transformations and innovation, service delivery improvement, and implementation of new legislative-and federally mandated programs, processes, and systems.

Required Qualifications
(Years of experience can substitute for education on a one for one basis.)

  • Bachelor's degree or higher in public health, public administration, health services, business administration, leadership, organizational development, or a closely allied field.

  • Prosci Change Management Practitioner formal training or certification.

AND

  • Two (2) or more years (full-time equivalency) of experience in the following:
    • Leading projects and facilitating workgroups.
    • Coordinating various quality improvement disciplines (continuous improvement, Lean, Organization Change Management, Voice of the Customer).
    • Facilitating virtual meetings using virtual tools such as teams, whiteboard, breakout rooms

Desired Qualifications

  • Two (2) or more years’ experience organizing, managing, or consulting in a complex program.
  • Two (2) or more years’ of demonstrated experience using strong communication skills, both written and oral.
  • Two (2) or more years’ of experience building strong and cooperative relationships with partners and team-mates.
