SUMMARY OF POSITION:

Reporting to the Chief Executive Officer (CEO), the Chief Financial Officer will implement the infrastructure and systems needed to support the organization’s strategic objectives and evolving role as an intermediary organization. They will be responsible for the oversight of administrative and financial systems, including all fiscal infrastructure, accounting, audit, grants allocations and their fiscal compliance and strategic planning oversight. As a member of the senior management team, they will be involved in a range of strategic planning and internal initiatives.

The Chief Financial Officer will work closely with the CEO and the senior management team in developing the organization’s strategic plan. The Chief Financial Officer will act as the primary liaison to the Board of Directors' Finance / HR Committee, working closely with the Committee to strengthen the organization’s financial position and other items as required. They will continually evaluate best industry practices in comparison to internal systems and needed resources, with an eye toward both future needs and budget realities.

Finance & Budgeting:

The Chief Financial Officer will have overall financial management responsibility, including the review and approval of monthly, quarterly, and annual financial reporting materials and metrics for the CEO and Board of Directors. They will oversee budgeting, financial forecasting, cash flow, and coordination of audit activities as well as accounts payable and accounts receivable. They will not only be able to reconcile financial activities, but should also be skilled at capturing key data and processes in order to demonstrate the relationship between the organization’s goals and resulting fundraising needs.

Administration/Operations:

The Chief Financial Officer will serve as a partner to the CEO on ensuring the financial health and sustainability of the organization. They will evaluate and improve the organization’s fiscal information technology infrastructure, implementing new technologies to support key capabilities as required for future growth. The Chief Financial Officer will also partner with the CEO and the rest of the leadership team to ensure that the focus remains on the organization’s mission while maintaining the culture that makes Community Action Partnership of Sonoma County unique. The Chief Financial Officer will facilitate cross-department collaboration that ensures that all financial structures positively support the organization’s evolving strategy, operational delivery, and data collection needs.


ESSENTIAL DUTIES AND RESPONSIBILITIES
:

Duties include but are not limited to the following:

  • Developing and maintaining effective financial operations of the agency.
  • Directly supervise the Controller
  • Analyzing financial data and developing plans for financial growth
  • Evaluating and managing risk.
  • Negotiate indirect cost rate with the federal government.
  • Manage commercial banking relationships to facilitate an appropriate credit resource under competitive terms.
  • Oversees an accrual accounting system in compliance with generally accepted accounting principles and other governmental regulations.
  • Improving internal controls and ensuring grant regulatory compliance.
  • Primary staff representative to the Board Finance/HR committee.
  • Presents informative report to the Board and Finance/HR committee
  • Developing an effective cost allocation system compliant with OMB Guidance 2 CFR Part 200.
  • Monitors cash flow needs and invests surplus cash as available. Tracks Community Action Partnership of Sonoma County investment accounts and reports results to the Board Finance/HR committee.
  • Ensures fiscal compliance with governmental regulations, grant and contract requirements, and generally accepted accounting principles.
  • Works with the executive team to create, manage, and amend grant/contract budgets, including training and financial guidance to the Directors and others.
  • Works with CEO and executive team to create overall operating budget for the agency and submits for Board approval. Tracks achievement of financial objectives.
  • Optimizing cash management by performing cash flow forecasting and cash flow analysis
  • Develops and maintains the agency Fiscal Policies & Procedures manual.
  • Review all formal finance related procedures, processes, and administration, recommending improvements to the systems in place and managing the systems going forward.
  • Maintains an effective internal control system designed to safeguard the assets and financial records of the Agency.
  • Provides reports and information to the Board Finance/HR Committee on a monthly basis or as needed.
  • Primary agency contact with external financial auditors and financial institutions.
  • Establish and maintain relationships with new and ongoing funders and vendors.
  • Preparing and presenting financial statements to the Board of Directors.
  • Monitoring and timely meeting government and all other grant contracts’ fiscal requirements.
  • Analyzing financial data and developing plans for financial growth
  • Overseeing the accounting operations, internal controls, transaction processing operations, and policies and procedures.
  • Overseeing and presenting budget vs. actual grant reports to program managers, coordinating grant life cycle with Chief Program Officer and Leadership staff.
  • Negotiate indirect cost rate with the federal government.
  • Ensure proper fund accounting of restricted and government revenues and expenditures in compliance with government OMB Guidance for treatment of federal and matching funds.
  • Manage commercial banking relationships to facilitate an appropriate credit resource under competitive terms.
  • Coordinate annual external independent audit including bidding process, contracting and implementation of audit and additional tax returns applicable to non-profit organization.
  • Interface with government financial grants officers and financial examiners or auditors.
  • Perform other duties as assigned.
Requirements:


REQUIRED SKILLS/ABILITIES:
  • Seven years experience in a Financial Management position including two years with a non-profit organization. Supervisory experience with directors and managers required.
  • Experience with audit, legal compliance, and budget development.
  • Must have project accounting experience and knowledge of the regulatory environment for government funded programs including OMB Guidance 2 CFR Part 200.
  • Two years experience with establishing budgets and monitoring status of actual financial performance relative to budget.
  • Advanced PC proficiency including Excel.
  • Excellent interpersonal skills related to supervision, team work/team building. Ability to work with the wide diversity of cultures within staff, volunteers, and the community in general.
  • Ability to write policies, reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from individuals and groups of staff, managers, clients, applicants and the general public.
  • Detailed oriented with strong organization and time management skills.
  • Ability to work in a fast paced, dynamic environment with minimal supervision and multiple deadlines.
IN ADDITION TO ABOVE:
  • Valid California Driver's License and a properly insured vehicle for use on the job.
  • Prior to beginning work, must be able to pass the background check by the DOJ.
REQUIRED EDUCATION AND EXPERIENCE
  • B.A. degree required, Advanced Degree/CPA preferred.
  • 7 to 10 years of related experience and/or training; or equivalent combination of education and experience.
  • Non-profit organization experience.
  • Government contract experience.
PREFERRED EDUCATION AND EXPERIENCE:
  • Master's Degree in Finance/Accounting.
  • Strong analytical skills and experience interpreting a strategic vision into an operational model.
  • Skills in examining, developing, reengineering, and recommending financial policies and procedures.
  • Demonstrated commitment to the social sector with a passion for the organization’s mission is essential.
  • A collaborative and flexible style, with a strong service mentality. Needs to be seen as a team player who is committed to lifelong learning.
  • Success seeing beyond the numbers, identifying trends and new possibilities.
WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The position will be hybrid, with a primary site at home-based office (Remote) and access to the primary program office and with some travel required to various locations throughout Sonoma County. Drive to and work at off-site programs or community locations of varying accessibility as needed. The noise level in the work environment is usually moderate and can be noisy at times.
