POSITION SUMMARY:
The City Planner is primarily responsible for coordinating the review of complex rezoning, annexation, development plans, text amendments, plats, and other planning related matters with the city’s contract engineer; conducting ongoing site reviews for compliance with zoning; leading planning projects and studies; preparing grant applications; administering bidding processes, preparing reports on land use, physical, social, and economic issues; reviewing consultant proposals; collaborating with stakeholders and regional partners; staffing the Planning and Zoning Commission and Board of Zoning Appeals; mentoring less-experienced staff, and performing other planning related matters.
POWERS AND DUTIES:
The primary duties and responsibilities of the position include but are not limited to:
- work closely with the city engineer to review residential, commercial, and industrial project applications to determine compliance with applicable zoning requirements and design standards;
- review requests for zoning variances, prepare staff reports, and process applications for Board of Zoning Appeals consideration;
- initiate planning studies and projects to advance the city’s current and future planning needs;
- evaluate consultant proposals for preparing and updating city planning documents;
- review and recommend changes to the city’s zoning code and development approval process;
- attend meetings with developers and other city officials;
- respond to requests from residents, elected officials, administrative staff, developers, and others for information about approved development plans and existing city zoning requirements;
- prepare and process meeting materials for Planning and Zoning Commission consideration;
- prepare and process meeting materials for Board of Zoning Appeals consideration;
- review approved development plans to ensure on-going zoning compliance by property owners, tenants, and management organizations;
- assist in processing zoning certificate applications;
- assist in processing certificate of occupancy applications;
- assist the public by providing information on all applicable zoning provisions and procedures, and provide referrals to the proper agencies; and
- prepare documents and correspondence regarding various departmental matters;
- generate reports and conduct special projects as requested by the Administrator; and
- assist in the preparation and processing of grant applications.

SUPERVISION:The City Planner will be under the general supervision and control of the City Administrator.
HOURS AND RATE OF PAY: The starting pay range for this position is $25.00 - $30.00 per hour depending upon qualifications.
This is a full-time position that may include overtime on occasion. Normal working hours are Monday through Friday from 8:00 am to 4:30 pm with a 30-minute lunch break. The employee filling this position is required to attend at least two evening meetings a month.

- Knowledge of the philosophies, principals, practices, concepts, and techniques of planning;
- Well-developed knowledge of one or more planning disciplines, such as land use planning/zoning, transportation planning, environmental planning, urban design, housing, historic preservation or economic development;
- Knowledge of principles, methodology, practices of research and data collection;
- Knowledge of effective writing techniques;
- Knowledge of computer programs and applications, which may include Microsoft Office, Internet applications econometric or transportation modeling, and database management;
- GIS programs and applications;
- Excellent oral and written communication skills for preparing and presenting planning reports and projects;
- Excellent interpersonal skills for facilitating relationships with elected/appointed officials or other decision-makers;
- Creative problem-solving skills to gather relevant information to solve less well-defined planning problems;
- Group facilitation skills for use with community workshops;
- Skill to communicate effectively and maintain effective working relationships with others;
- Ability to work on several projects or issues simultaneously;
- Ability to interpret and understand zoning codes;
- Ability to manage projects effectively and meet firm deadlines; and
- Ability to facilitate in-person and virtual public participation activities.
The position also requires strong organizational skills; dependability and punctuality in attendance; the ability to set forth a positive and professional image; and a customer-service approach to solving problems.
QUALIFICATIONS: Graduation from an accredited college or university with a bachelor’s degree in city and regional planning, public administration, community development, or related field. At least three years of experience in the planning profession.
The City may consider any other combination of education and experience that meets the minimum knowledge, skills, and abilities.
TOOLS AND EQUIPMENT USED: Personal computer, telephone, calculator, copy machine, Microsoft Office software products, and motor vehicles.

While performing the duties of this job the employee is required to make visual observations, read reports, speak, and prepare reports for others to read. The employee is occasionally required to walk, climb, stoop, or kneel. The employee may occasionally lift and/or move up to twenty pounds.
