Introduction

The National Security Customer Group of SAIC is seeking a Project Manager - SME to support an IT Service Management effort for USTRANSCOM located at Scott Air Force Base (AFB) in Illinois. The USTC Managed Information Technology Services (MITS) contract is intended to provide strategic, technical, and program management guidance and support services to facilitate the operations and modernization of the combatant command’s infrastructure, systems, and applications. This support will be provided to the USTC Command, Control, Communications & Cyber Systems Directorate (TCJ6).


The successful candidate will be responsible for providing Project Management leadership to a team of cloud architects and engineers supporting the USTC MITS program.

Responsibilities

  • Responsible to lead a team in the development and modernization of USTRANSCOM’s Cloud services and support their migration to AWS GovCloud.
  • Communicate with senior managers to establish strategic plans and objectives.

  • Make decisions on administrative or project work matters and ensures effective achievement of program, project, or organizational objectives.

  • Serve as organization spokesperson on advanced projects and/or programs, providing advise to management and customers on advanced technical research studies and applications.

  • Develop and maintain Operational Project Management Plans for all Cloud-related projects (existing and new) and briefs this plan monthly basis to the Government.

  • Coordinate resources responsible to plan, design, and manage the migration, re-platforming, integration, implementation and operation of our client's complex cloud environments enabling managed shared services.

  • Ensure commercial cloud service offerings (CSO) adhere to DoD Cloud Computing policy/guidelines.

  • Provide specific, detailed information for hardware and software selection, cloud service provider selection, implementation techniques, application data migration techniques and tools for the most efficient solution to meet business needs, including present and future capacity requirements.

  • Coordinate resources to perform systems engineering activities such as: Concept of Operations Formulation, Requirements Definition, Analysis and Engineering, System Architecting, System Analysis and Design, Interface and Data Architectures, Validation and Verification, System Integration, System Op. Performance Analysis, Lifecycle Cost Analysis Estimation, Decision Analysis and Physical Configuration Analysis (PCA).

  • Implement comprehensive communications plan via meetings, MS Project, Project Server, MS SharePoint and MS Office products to create and maintain project plans, schedules, presentations and briefings.

  • Applies risk management principles to identify, analyze, and mitigate potential risks for each option and alternative.

  • Provides status and activity reporting to management and customer.


Qualifications

Required Qualifications

  • Bachelor’s Degree with 18 or more years of experience

  • DoD Secret clearance or higher

  • Must have at least one of these IAT Level II certifications: Security+, CECCNA-Security, CySA+ **, GICSP, GSEC, CND, SSCP;

  • Must have at least one Computing Environment (CE) certification or certificate for the technical area of responsibility for Cloud or virtualization (e.g., Azure, AWS, oracle, IBM, etc.) with a preference in AWS.

Desired Qualifications

  • Masters with 16 or more years of experience

  • TS/SCI clearance

  • ITIL Foundations (v3 or higher) certification
