The Opportunity
WSDOT’s Public Transportation Division is currently seeking an experienced contract manager or planner to help our partners deliver equitable, available, and accessible statewide public transportation options. We’re looking for a motivated individual who is excited about contract management, grants, public transportation planning, and working closely with grantees. This person will be our North Central Region Community Liaison who is the main point of contact with local and regional public transportation planners, providers, and stakeholders in that area of the state. Community liaisons provide technical assistance to grantees on state and federal program requirements, helping them meet their contract terms and requirements as they manage their WSDOT grants. In this position, you will help our public transportation partners complete their projects that provide and enhance access; improve public transportation infrastructure, efficiency, and effectiveness; and reduce emissions.

What to Expect
Among the varied range of responsibilities held within this role, you/the Community Liaison will:


  • Represent the division and develop and maintain relationships with transportation service providers both in person and remotely.
  • Serve as point of contact for grantees and other entities interested in transportation issues including technical assistance on transportation service and grant applications development.
  • Serve as contract manager to grantees in assigned region (Kittitas, Douglas, Chelan, Okanogan, Grant, Lincoln, Adams, and surrounding counties).
  • Use grants management system to provide oversight of grant contracts, review quarterly reports, administrative site visits, and review of invoices.
  • Travel and conduct site visits.
  • Serve as subject matter expert and compliance officer for local planning assisting the development of Transit Development Plans and Human Services Transportation Plans.
  • Collaborate with other divisional functional groups and teams in the development of processes and policies.

Qualifications
To be considered for this opportunity, the following are required:
  • A combination of education and experience equivalent to six (6) years* professional contract or project management including:
    • Scope development, monitoring and evaluation of milestones, and contract administration
    • Project management and delivery
    • Transportation programs
    • Total experience must include a minimum of three (3) years in professional contract or project management
It is preferred that qualified candidates also have:
  • A Bachelor's degree with major study in public administration, urban planning, finance, communications, or related field.
  • General knowledge of best practices, industry standards, regulatory agency rules, and agency policies and procedures related to public transportation and land use issues
  • Working knowledge of Federal public transportation grant processes (and subsequent circulars) including but not limited to 5310 FTA Circular 9070.1G, 5311 FTA Circular 9040.1F, and 5339 FTA Circular 5100.0 and Governor’s Executive Order 14-04
  • Working knowledge of multimodal transportation networks and their use
  • Demonstrated technical/legal knowledge and aptitude of multiple state and federal requirements including Federal Transit Administration rules and regulations as well as state proviso, rules, and regulations.

  • This position may require transporting materials that weigh up to 40 pounds.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.   • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.
