StarCare Specialty Health System (StarCare) is the state designated Local Authority for mental health and intellectual disabilities for Lubbock, Lynn, Hockley, Cochran and Crosby Counties and the Local Authority for substance use disorders for 41 counties in the West Texas region. StarCare is also a Texas Certified Community Behavioral Health Clinic (CCBHC) and provides adult inpatient psychiatric services at Sunrise Canyon Hospital. StarCare is also proud to provide veteran support services via VetStar, aging services via the Program of All Inclusive Care for the Elderly (PACE) delivered by Silver Star, and much more! StarCare is in search of a qualified, compassionate individual to serve as the Community Living Options Information Process (CLOIP) Specialist.

The CLOIP Specialist serves as a campus-based liaison and provides Community Living Options Information Process education to people who reside in the Lubbock State Supported Living Center (22 years of age or older), their legally authorized representative, actively involved persons, and interdisciplinary team members. Other responsibilities include: Monitors the status of services; Communicates information to supervisor and other employees as indicated; Attends required meetings (internally and externally), trainings and scheduled workshops.

Position requires travel within the service delivery area using personal vehicle. Mileage will be reimbursed at the state rate upon submission and authorization of mileage logs. Requires the ability to use a cellular telephone to accept and return calls with the ability to respond to texts (cell phone provided).


HOURS: 8:00 am – 5:00 pm, Monday through Friday, with flexibility to meet customer needs.

  • Bachelor’s degree from an accredited college or university with major in the human services field (Psychology, Social Work, Human Development/Family Studies).
  • One (1) year of full-time experience working in the field of intellectual and developmental disabilities, preferred.
  • Knowledge and use of Microsoft office products is required.
  • Local travel and occasional travel out of town are required.
  • Must have current Texas driver’s license and be insurable under Company insurance.
  • Must pass a pre-hire drug screen and criminal background check.
