General Description
The purpose of this job is to ensure compliance with policies, procedures, regulations, and statutes for all county grants and awards. The position requires working knowledge of the OMB Uniform Grant Guidance (UGG) and grant specific requirements. Monitors non-profit organizations that receive County or State funding that passes through the County. Serves as a resource for staff of grant funded programs for fiscal and programmatic compliance matters.
This position will work under the supervision of the Compliance Manager.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
Assist to develop new and modified compliance policies and procedures and systems that are in accordance with federal, state, and local government regulations.- Assist to identify potential areas of compliance vulnerability and risk, develop corrective action plans for resolution and problematic issues, and provide guidance to avoid future occurrences.
- Risk rating sub-recipients to assess the organization’s capacity to fulfill the program requirements and fiscal condition.
- Assist in preparation for external and internal monitoring visits, reviews, and audits.
- Conduct routine compliance reviews of grant and nonprofit programs. Make recommendations for process improvements to ensure compliance to federal, state, local government statutes, laws, regulations, and County policies.
- Monitor Corrective Action Plans (CAP) to certify compliance with policies, guidelines and organizational procedures.
- Provide guidance in interpreting and executing applicable regulations and subrecipient award terms and conditions.
- Provide compliance training for all administrative staff supporting grant external and local funding on statutes, legislative, federal, and local government changes.
- Serves as a point of contact for compliance to provide grant application technical assistance for administrative and regulatory compliance.
- Prepares clean, concise, and accurate compliance written summary reports of review findings.
- Provides timely updates to the Compliance Manager regarding current issues, etc.
- Performs related work as assigned.
Minimum Education and Experience Requirements:
Requires a Bachelor’s Degree in Business Administration, Accounting, or Finance, supplemented by four (4) years of progressively responsible experience in the management of federal or state awards, grant funding, compliance audits or related experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
Physical Demands:
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
