Summary

VCU Online is a global leader in providing quality higher education using a number of delivery methods, including fully online and hybrid. The unit broadly supports faculty and academic units in their efforts to leverage technology to optimize student learning, and provides strategic leadership in developing, expanding and enhancing VCU’s online learning programs and energizing the assessment and continuous quality improvement of current and new technology mediated courses and programs.
VCU Continuing and Professional Education, in partnership with the colleges and schools at Virginia Commonwealth University, provides and supports quality continuing and professional education and skills training for individual, local, regional and national impact.

Reporting to the Executive Director, the Compliance Specialist (LG Senior Specialist), in coordination with VCU Counsel’s Office, will work on all matters related to state and international authorization, online program development, intellectual property, and accreditation/data compliance, as well as overall unit general policy and compliance matters. These are current and emergent issues requiring attention and oversight as VCU grows online learning as a strategic asset of the university and advances nontraditional learning.

Fully remote work is currently available with the expectation to evaluate the status after the first year with the option for flexible work arrangements for both on and off campus presence as business needs require.

Typical Duties

STATE/INTERNATIONAL AUTHORIZATION
  • Monitor VCU’s participation in the National Council for State Authorization Reciprocity Agreement (NC-SARA) to ensure the university is compliant with expectations of the agreement
  • Determine in which non-NC-SARA states and/or international entities VCU needs authorization based on all activities the institution currently does or plans to do
  • Research state/international regulations related to online education to determine if action is required
  • Meet with associate deans and/or online program leaders to gain understanding of out-of-state activities, determine if state authorization triggers are present, and if additional authorization is needed to offer distance learning opportunities
  • Research, analyze, and gather documents needed for applications, understanding that some states may require special approvals from licensing boards before VCU can apply for state authorization
  • Inventory all of VCU’s out-of-state activities and advise on whether VCU needs to seek authorization or refrain from certain activities that trigger authorization in the states
  • Assist in mitigating any issues arising from admission of international students into online courses and programs at VCU, as needed
  • Maintain SARA Source, the searchable national catalog of distance education programs
  • Manage the Student Current Physical Location initiative for the university
  • Manage the collection of necessary NC-SARA data, including learning placement data. Collaborate with Academic Affairs to oversee public licensure disclosures

ONLINE PROGRAM DEVELOPMENT AND WORKFLOW
  • Collaborate with Academic Affairs to support academic programs through the institutional approval process for online courses and programs
  • Provide academic programs with the hands-on support they need to successfully bring them online
  • Manage online memorandum of understandings generated with internal academic units

INTELLECTUAL PROPERTY
  • Serve as a liaison between VCU Online and Continuing and Professional Education, VCU Libraries, VCU Office of Research and Innovation, VCU University Counsel, and other relevant units on all matters related to intellectual property
  • Work with relevant units to ensure compliance with the university’s intellectual property policy for online courses
  • Work with unit staff to curate and produce open educational resources on intellectual property

ACCREDITATION, DATA COMPLIANCE AND OTHER RESPONSIBILITIES
  • Serve as a liaison between Academic Affairs, Strategic Enrollment Management and Student Success, and Institutional Research and Decision Support to ensure that VCU is efficiently collecting the data and information needed for all reporting on online learning courses and programs
  • Audit online program information disseminated via the unit’s website
  • Act as the unit liaison with Institutional Research and Decision Support and University Counsel
  • Maintain Internal Online and Hybrid Program List in conjunction with Academic Affairs
  • Stay up to date on state and federal regulations that relate to distance learning
  • Provide general policy support for the unit, including accessibility of online courses

Minimum Hiring Standards
  • An advanced degree, or an equivalent combination of relevant work experience and education, is required
  • Demonstrated experience with university compliance work and interpreting complex policy, statutory, and regulatory language
  • Demonstrated experience working with enterprise-wide information systems
  • Proven ability to handle cognitively complex tasks
  • Demonstrated experience working with external professional organizations and representing the university’s interests
  • Demonstrated ability to advocate for, work with, and develop university policies
  • Demonstrated experience working with diverse university entities and external agencies
  • Demonstrated project management skills, with the ability to adapt and solve problems proactively and creatively
  • Excellent interpersonal, verbal, written, and collaboration skills, with a special emphasis on writing persuasively
  • Proven ability to work as a contributing and collegial member of a team, and to communicate proactively within the team environment
  • Demonstrated experience working in and fostering a diverse faculty, staff and student environment or commitment to do so as an employee of VCU
  • Utilizing exceptional analytical and problem-solving skills
  • Ability to engage in high-level collaboration and communication with various university stakeholders and external entities

  • Experience facilitating online learning
  • Ability to exercise professional judgment in interpreting academic and state authorization policies and regulations, including legal implications
