General Description

Technical work with responsibility for continued development, implementation and inspection of projects through a quality assurance/quality control program.

Essential Job Functions

Provides technical oversight of multiple construction contracts to include the review of contracts and preparation of quality assurance for assigned projects. Coordinates construction operations between contractors, personnel, and other agencies to ensure arrangements are made for site access. Conducts onsite inspections to ensure tests, materials, equipment and products are as specified. Checks for defects and any deviations from specifications. Performs visual inspections of finished products. Assures that work is completed in accordance with contract requirements, safety and environmental policies and regulations, coordinating work with other activities and contractors, resolving problems and providing input to the Project Manager of items that do not meet with County standards, including products, materials, and equipment used by contractors. Performs related work as required.

Knowledge, Skills and Abilities

  • Ability to read and interpret blueprints, plans, drawings, contract documents, and submittals with comprehension and the ability to implement the requirements.
  • Ability to effectively prepare quality assurance reports, recommendations, and prepare any required documentation associated with the Quality Control Program.
  • Ability to conduct required work without continuous supervision.
  • Strong knowledge of testing and inspection procedures used in civil engineering for roadway, stormwater, utility or other transportation projects.
  • Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Strong writing skills for preparation of quality assurance reports, quality systems manual updates and standard operating procedures (SOPs).
  • Strong verbal communication skills, including the ability to communicate clearly and concisely with contractors, engineers, project managers, and others regarding quality control issues, quality control requirements, implementation of quality control programs, and corrective measures where required.
  • Knowledge of road, utilities or building construction principles, methods, materials and equipment.
  • Knowledge of construction practices, materials, specifications, codes and regulations related to building, utilities, street or highway construction.
  • Knowledge of federal, state and county codes and regulations governing construction.
  • Ability to perform technical computation, analyze data, and prepare reports based on findings.
  • Ability to apply computer applications and software.
  • Ability to utilize computer, copier and fax machine to perform various office tasks.
  • Ability to keep records and submit reports.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in construction management, engineering, or a related field and two (2) years' of professional work experience analyzing and tracking data, reviewing contracts and field installation of civil work OR graduation from an accredited college or university with an Associate in Science Degree in Construction Management, or a related field and four (4) years' of professional work experience analyzing and tracking data, reviewing contracts and field installation of civil work OR possession of a High School diploma or equivalent and six (6) years' of work experience in the roadway and stormwater construction and maintenance fields.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: A valid Florida driver's license. Must possess current certification in Florida Department of Transportation Maintenance of traffic, Storm Water Management Inspection, American Concrete Institute (ACI), Earthwork Level 1 and Asphalt Level 1.

Candidate to acquire and maintain certification(s) in designated areas in accordance to his particular area of assignment.
