Damage Prevention Program Manager

This job is eligible for relocation assistance to aid with the costs of relocating to the Colorado Springs area.

We are seeking a Damage Prevention Program Manager to advise and collaborate with subject matter experts on compliance implementation and monitoring of the Colorado Springs Utilities Damage Prevention compliance monitoring and enforcement program. This program is used by Colorado Springs Utilities to monitor, assess, and enforce, compliance with state and federal requirements as outlined in Title 9 Safety- Industrial and Commercial Article 1.5 Excavation Requirements, PHMSA, and PUC requirements. You will participate on various committees, task forces, or work groups representing CSU’s industry interests, such as the American Gas Association (AGA), the Damage Prevention Action Committee (DPAC), the Colorado Damage Prevention Action Team (CDPAT), the Common Ground Alliance (CGA), The Utility Public Safety Alliance (UPSA), the Public Awareness Program Team, and the State Legislative Committee Develop, plan, monitor, and manage the overall compliance of CSU’s Damage Prevention Program for electric, gas, water, wastewater, and fiber.

Key Areas of Focus

  • Represent Colorado Springs Utilities industry interests by retaining a seat on the Board of Directors for Colorado 811, and serving as Chairman of the Board for the El Paso County Damage Prevention Council

  • Manage T&M Dispute Resolution for Third Party Excavation Damages

  • Develop and support work practices that are compliant with Colorado Springs Utilities policies, procedures, and standards, as well as federal, state, and regulatory requirements

  • Design and deliver presentations and workshops regarding city, state, and federal excavation laws, industry best practices toward safe excavation, and reasonable care practices

  • Enforce Colorado excavation laws by assessing civil penalties against professional excavators in violation of requirements

  • Develop, revise, and/or enhance policies and procedures which support damage prevention, including those of other departments

  • Establish and implement best practices for public awareness programs, field execution, employee training, work processes, and documentation

  • Advise Utility Locating Supervisors on locating issues impacting damage prevention and advising management on industry changes affecting CSU locating and/or excavation practices

  • Apprise management of status, and recommend modifications to resources, schedule, and budget as necessary to ensure compliance and operational efficiency

  • Evaluate, recommend, and implement tools to optimize work practices and quality control

  • Oversee utility damage investigations to determine the responsible party, report safety issues, and advise defensibility of claim regarding time and material charges and third-party billing

  • Educate damage prevention strategies and tactics to internal Springs Utilities divisions/sections and to external customers including contractors, excavators and coordinate damage prevention program activities with other departments to ensure compliance

  • Advise Risk Management on third-party excavation damage claims against Springs Utilities and consult to reduce damage-related safety and liability issues

  • Analyze utility damage statistics and data for the design and implementation of preventative measure

Who You Are

  • Relevant and progressively responsible experience in a regulatory compliance capacity

  • Familiarity with electric generation and/or transmission operations and standards is valued

  • Experience with advising and directing others in ways that ensure engagement, understanding, and achievement of desired outcomes

  • Bachelor's degree in Engineering, Legal Studies, Business, Management, or a related field is valued
