Position: DDP - Junior Accountant
Department: Finance
Availability of Position: Immediate
Schedule: Full time; M-F 8:30am - 4:00pm
Reporting Relationship: Fiscal Director - DDP
Salary and Grade:$ $25.82 per hour; Non-Exempt, 77

Position Overview:
This position has major responsibility for billing of all services to all funders for the Developmental Disabilities Program. This includes tracking of Units of Service for all services provided, ensuring records are properly signed off on and approved through channels prior to billing of services and ensuring any compliance checks are performed. This position must utilize/have familiarity with a variety of databases in both Pennsylvania and Delaware, including internal client-based databases which track services such as Core Solutions, Total Record, Therap, etc., as well as state billing databases such as PROMISe, EDS, HCSIS, etc. Must also follow up on all issues around billing, including communicating with funders on an ongoing basis to resolve problems. In the Accounting area, this position is involved in maintaining the record keeping of the DDP Department’s accounting ledgers through the analysis of its accounts. Ensures proper compliance with all county contracts, invoices, bills, coding and all revenues received from both Counties and Residents. Compiles data for attendance tracking, revenue received and other information, as directed by Supervisor. Collaborates with DDP Accountant about all activities necessary for the proper accounting of HUD 811 properties as relates to HUD regulations and financial oversight.

Billing:

  • Maintains Residential and Day Program attendance sheets for all DDP programs.
  • Enters credit memos for DDP from gov’t entities to Accounts Receivable
  • Prepares monthly/bi-weekly billings as required by the Contract (All Counties, States and Federal Gov).
  • Maintains Tracking Records for billing and payments by county/state.
  • Keeps updated on billing software and software upgrades.
  • Manages billing databases, keeps updated on PROMISe, EDS, Serenic, Total Record and HCSIS issues as they arise.
  • Prepares Monthly Invoicing to resident’s Room & Board, (All PA Counties and State of Delaware).
  • Maintains a Tracking Record of the Residence’s R&B Payments.

Accounting:

  • Assists in processing miscellaneous invoices for payment, including verification of details, approvals, coding, etc.
  • Compiles Annual Reports for each of the five Programs for the Fiscal Year End not limited to: Income Confirmation, Income Verification, Fund Balance Reconciliation, Tracking Reports, etc.
  • Monitors HUD income and expenditures including invoicing on quarterly basis and other related duties associated with HUD activities on DDP ledgers (R&B, Property Reserve Paychecks, etc.).
  • Assists in preparation of budgets and proposals.

Analysis:

  • Performs Balance Sheet Account Analysis for DDP Programs along with the Bank Reconciliation.
  • Prepares comparative reports/analysis as requested (e.g., rate analyses, income analysis and projections, as well as Room & Board projections).

Other:

  • Back-up for Quarterly Reports to Various Authorities as Required by Counties’ Contracts.
  • Maintains and files updated Room and Board Contracts for all consumers.
  • Assists in preparation of Cost Reports for the state of Pennsylvania.
  • Acts as back up for Check Runs, General Petty Cash, etc. as requested.
  • Responsible for ACH funds processing – DDP pay cards system
  • Performs related duties as assigned.
  • Takes initiative to communicate to DDP Fiscal Director or Controller and DDP Executive Director on extraordinary delays in billing, attendance data, etc.
Qualifications:
Requirements:
  • Bachelor’s degree in accounting/finance, or equivalent experience or in the process of receiving the degree.
  • Proficient with Microsoft Excel and various billing databases.
  • Possess strong time management, analytical, communication and interpersonal skills.
  • Must have an understanding of and appreciation for the Mission of The Salvation Army.
