The Seattle Department of Transportation (SDOT) is a nationally recognized municipal transportation agency at the leading edge of multi-modal transportation. Position Overview:
SDOT’s Sound Transit Program leads the coordinated and values-driven efforts across SDOT divisions and City departments to support the planning, permitting, and delivery of Sound Transit investments in Seattle including the West Seattle & Ballard Link Extensions (WSBLE) project. We are currently seeking a collaborative, organized, and highly accountable Deputy Engineering Manager, WSBLE (under the City’s classification title of Strategic Advisor 2- Engineering & Plans Review) as the team expands to support preliminary engineering and advanced design.

The Deputy Engineering Manager should be comfortable representing the City on design of major, high-profile project elements, leading the development and negotiation of contracts and agreements, facilitating conflict resolution and consensus building, and engaging with stakeholders/elected officials within a matrixed team and interagency setting. This position’s primary functions will be managing multiple, simultaneous engineering design reviews of WSBLE project elements affecting City infrastructure such as roadways, bridges, and utilities; facilitating consensus on basis of design and other design details; developing memos and agreements memorializing this consensus to guide future design, permitting and construction; and supporting development and management of the Engineering team’s work program. The position will report to the WSBLE Engineering Manager.

Job Responsibilities

• Coordinates and tracks the completion of multiple, simultaneous reviews, as well as data requests and action items across a matrixed team of subject matter experts and several design specialties such as major utility relocations, reconfiguration of roadways, design of new and protection of existing structures, and dewatering/drainage plans. Items in review include plan sets, agreements and other documents.
• Facilitates resolution of design issues and resolves conflicts across disciplines. Analyzes conflicting policy issues and identifies recommendations to balance City interests.
• Recommends revisions and permit requirements to assure plans conform to City codes, standards, and policies and are forward compatible with future City projects.
• Develops and coordinates review and execution of letters of concurrence, contract documents, technical specifications, as well as task orders and other agreements.
• Develops and monitors work plans, schedules, budgets, and status reports.
• Manages the SharePoint site and document control.
• Schedules meetings and maintains the meeting calendar, action item tracker and other management tools.
• Develops Meeting Summaries and Comment Logs.
• Conducts field visits.
• Participates in presentations, special projects, and assignments as directed.
• Supports department goals in promoting diversity and social justice.

Qualifications

Minimum Qualifications:

• 
  Bachelor of Science in Civil Engineering, Transportation Planning, or related field.
• Seven (7) years of Civil Engineering, Transportation Planning, or related experience.
• Four (4) years of experience serving as a capital project manager, with primary accountability for the scope, schedule and budget of the project.

Or: Other combinations of education and/or experience which provides preparation to do professional civil engineering work.

• Current Washington State Driver license or evidence of equivalent mobility.

Successful candidates will possess many of these additional qualifications or be able to demonstrate comparable experience and expertise:

• Read and interpret plans, specifications, property descriptions, construction schedules, contracts and other construction documents.
• Understanding of civil engineering principles as demonstrated through education or work experience
• Excellent writing skills and experience writing, negotiating, and interpreting agreements.
• Experience conducting independent research to become knowledgeable on a diverse range of technical topics as needed.
• Familiarity with Seattle Streets Illustrated (Right-of-Way Improvements Manual), the City of Seattle’s Standard Plans and Specifications for Municipal Construction, other engineering guidelines and standards, and common practices and methods of infrastructure design and construction.
• Strong interpersonal and communication skills. Demonstrated ability to lead meetings, communicate professionally and build positive working relationships with other SDOT staff, staff from other City departments, and staff from Sound Transit or other agencies.
• Demonstrated organizational skills and ability to actively manage multiple tasks and competing priorities to meet deadlines.
• Proficiency in using the Microsoft Office suite (Word, Excel, and PowerPoint), Adobe Acrobat, SharePoint, Bluebeam, Teams and other office productivity software.
• Effectively work in a multi-cultural workplace with a diverse customer base.

Work Environment/Physical Demands:

• Most work is performed in a normal City work/office environment.
• Field assignments entail exposure to all types of weather, traffic, hazardous/toxic substances and work in or near construction sites.
• May be required to lift over 50 pounds.
• May be required to stand, walk, or bend for extended periods of time.
• May be required to work nights, evenings, weekends, and/or holidays.
• Overnight travel may be required.

The full salary range for this position is $47.85 - $71.80 per hour.
