The City of Durham is seeking an experienced Budget Director to join the leadership team of one of the fastest growing communities in the country.

THE CITY

THE DEPARTMENT

The City of Durham’s Budget and Management Services Department is made up of three divisions: Budget and Capital Improvement Program (CIP), Participatory Budgeting, and the Office of Performance and Innovation (OPI). The Budget and CIP division develops the City’s annual operating budget and CIP. The Participatory Budgeting division engages Durham residents in a biennial budgeting process where residents can submit, “develop,” and vote on projects. The Office of Performance and Innovation manages the City’s Strategic Plan, performance measures, annual resident survey and leads the City in innovative approaches to improving services. THE POSITION

Reporting to the City Manager, the Budget Director is responsible for providing strategic direction and management oversight to the department. The Budget Director serves at the intersection where financial and policy areas meet. As such, the Director must have a deep understanding of public finance, but also be able to analyze competing resource needs among a variety of policy areas including economic development, public safety, housing, transportation, and many others.

The position also requires excellent communication skills. Along with the CFO, the Budget Director is one of the key financial leaders for the City of Durham and must be able to communicate complicated financial issues to a variety of stakeholders, including the City Manager, Mayor, City Council members, citizens, and public interest and advocacy groups.

Other duties and responsibilities include, but are not limited to:

• 
  Coordinating with the City Manager, Council and agency heads to develop City-wide performance targets that serve as the guide for the budget planning process
• Maintaining a working knowledge of the North Carolina Budget and Fiscal Control Act as updated and revised to ensure the City’s compliance
• Communicating expectations and instructions to agency heads, program managers, and fiscal staff on preparing annual budget proposals
• Evaluating agency budget proposals and leading the budget decision-making process with senior City leadership
• Overseeing the development of the annual budget publications, and presenting the budget to key officials, the media and members of the public
• Coordinating a system of budgetary controls to ensure that agencies stay within their appropriated budget
• Overseeing the conducting of performance evaluations, training
• Managing staff responsible for the day-to-day functions, timelines and deliverables of the budget process while directing, mentoring and coaching team members

QUALIFICATIONS
The ideal candidate will possess a Bachelor’s degree in Business or Public Administration, Accounting, Finance, Economics or related subject. The successful candidate will possess at least 10 years of professional experience in financial management. Significant management experience is required. Work experience in public sector budgeting is highly desirable. A Master’s Degree and/or Certified North Carolina Local Government Finance Officer designation or CPA is strongly preferred. PLEASE NOTE: This position has a residency requirement, and the selected candidate will need to reside within Durham City limits within a reasonable timeframe.
