Job description
- Support the mission of Utica University by providing direction and supervision of the daily activities of the Campus Safety Department in order to ensure a safe, secure, and hospitable environment for all students, faculty, staff, and visitors.
January 1, 2023- Utica University will start a flexwork program designed to give employees a greater work life balance. This flexwork program is an alternative to the standard 8:30 a.m. to 5:00 p.m., Monday through Friday, work schedule. While employees’ salaries, vacation and sick time are based on a full-time (37.5 hours/week) schedule, employees work an abbreviated 32-hour work week, with the flexibility of working either a four-day week or five abbreviated days. Supervisors will work with employees on scheduling to ensure the needs of the department are met.
- Provide administrative and operational guidance and professional leadership, organization, and oversight for a 24-hour/365 days a year campus safety operation
- Supervises the Office of Campus Safety, one Associate Director, two Assistant Directors, and one Campus Safety Systems Coordinator. The CSSC serves as second-level supervisor for safety officers and assigned work study students.
- Work to provide a safe, secure and hospitable environment for all students, faculty, staff, and visitors at Utica University. Enforces and recommends policies concerning university safety. Reviews, develops and implements related safety procedures, coordinates safety matters with internal and external organizations as required.
- Enforces the laws of New York State and the rules and policies of Utica University.
- Plans/coordinates department support activities, and special events with students, faculty, staff, and visitors for implementation.
- Coordinates with and maintains points of contact for local law enforcement, fire, ambulance service, radio, fire alarms, security, safety service providers and vendors. Creates and maintains relationships with other universities and universities safety departments, local and regional hospitals, and related service organizations.
- Assists the Vice President of Emergency Management and Facilities with reviews and updates of Utica University emergency preparedness plan. Assists Vice President of Emergency Management and Facilities with developing and maintaining relationships with local law enforcement for response to emergency situations at Utica University.
- Serves as liaison with any contracted Security firm for support of staffing, management, and training for special events on campus.
- Develops and manages departmental budget.
- Conducts daily campus checks by foot/vehicle to observe status and report suspicious or concerning activities. Responds to emergencies, takes appropriate action, and documents all incidents.
- Oversight responsibility for enforcement of campus parking policy, enforcement of New York State fire safety rules and regulations on campus, and coordination with N.Y.S. Office of Fire Prevention and Control.
- Oversees and approves incident reports generated by Sergeants and Officers through database tracking system. In conjunction with the Office of Emergency Management, the Office of Student Affairs and other offices, oversee compliance with local, state, and federal crime statistics reporting mandates in accordance with the requirements of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act;
- Serves as liaison to external community regarding student behavior affecting residential neighborhoods.
- Serves on a variety of University committees as appropriate, such as Orientation committee, Heart Run-Walk committee, Commencement, Behavioral Intervention Team, and other committees requiring attention to issues of safety.
- An active participant with the Student Life staff to increase the engagement of our students with Campus Safety.
Participate and engage in Diversity, Equity, Inclusion, and Belonging (DEI&B) initiatives and programs, including but not limited to serving on DEI&B committees, serving as a diversity advocate or community liaison for a job search, advising a club, facilitating DEI&B related training, and engagement in institutional cultural and celebratory events and programming
Works with the Vice President of Emergency Management and Facilities in the development of the department’s strategic and operational plans as required by department leadership. Identifies, develops, and implements operational goals supporting departmental success.
Responsible for working with the Vice President of Emergency Management and facilities as well as other team members to achieve successful results on all established individual and departmental goals and key performance indicators.
May perform other related duties as assigned.
Must maintain a clean driving record as defined by University insurance carrier guidelines. Motor vehicle record will be monitored regularly using NYS License Event Notification Service or License Monitor, Inc. for out of state licenses.
Travel Supervises Education & Experience Qualifications
- A Bachelor’s degree and a minimum of 5 years of experience is preferred. An Associate’s degree with 10+ years of experience in Law Enforcement/Security, preferably within a higher education environment and with a minimum of 5 years of supervisory experience, may also be considered.
- A minimum of 5 years of supervisory experience.
- The ability to respond to campus in an emergency as needed with senior leadership.
- Ability to report to campus in adverse weather conditions and to have a presence on any shift, as necessary.
- Must possess a valid driver’s license and clean driving record (as defined by University insurance carrier guidelines)
- Unquestioned integrity and a deep commitment to service.

- Ability to lead, coach, mentor, and evaluate the performance of a security team.
- Effective oral and written communications skills.
- Experience in emergency and risk management.
- Experience working in a union environment.
- Skilled in de-escalation and mediation tactics and strategies.
- Knowledge of community-based safety procedures, strategies, and policies.
- Knowledge of security and building access systems.
- National Incident Command (NIC) and/or National Incident Management training (NIMS).
- Ability to recognize and effectively deal with hazardous material.
- A record of diversity and inclusion training. Must demonstrate a commitment to delivering safety services in an equitable, cooperative and inclusive manner within a diverse University community
- Ability to work effectively with diverse communities and the broadest range of constituents on campus.
- Ability to conduct administrative and criminal investigations of a complex nature requiring interaction with members of the University community as well as local, state and federal law enforcement agencies.
- Working knowledge of relevant federal, state and local laws, regulations, codes and guidelines.
- Proven management/organization skills.
- Proficiency with computers, including email, word processing and spreadsheet software
