New Earth is a dynamic youth-serving organization located in Culver City, CA. Since 2004, we have worked with at-promise youth throughout Los Angeles County – specializing in providing individualized care to those with a history of justice system or foster care involvement ages 12-25. New Earth offers programs and services that result in individual transformation and a reduction in barriers and risk factors.

We are searching for a Director of Clinical Services to organize and oversee people and programs of our dynamic trauma-informed clinical case management department. You will be responsible for supervising and directing all aspects of the department from employees, budgets, and partner relationships to technology and operations. In this key role, you must possess excellent management and mentoring skills. You must be an outstanding communicator, able to resolve conflicts and issues effortlessly and seamlessly. The goal is to ensure the smooth and effective operations of the clinical case management team ensuring maximum performance.

Duties & Responsibilities

  • Oversees Clinical Services Department and all clinicians, case managers and therapists

  • Devises strategies and plans for the clinical team according to company standards for excellent service rooted in trauma-informed, culturally sensitive care

  • Assumes responsibility of budgeting and resourcing for the Clinical Services Department

  • Plans and oversees all youth support and administrative operations of the department

  • Recruits, trains and manages employees to ensure department is staffed with qualified personnel

  • Assigns cases and create schedules for all employees

  • Provides weekly individual and group supervision to clinical staff and MSW interns

  • Provides training and clinical supervision to staff who provide supervision

  • Recruits clinical interns, conduct outreach and maintain working relationships with interns

  • Responsible for Internship Program

  • Ensures case managers are identifying clients in need of services and maintain an awareness of client’s overall trauma and work collaboratively with clinical teams to establish desired treatment plans

  • Ensures clinicians complete comprehensive intakes and needs assessments with assigned clients

  • Analyzes data from assessments to evaluate New Earth’s clinical program outcomes, areas of improvement, and client progress. Provides consistent outcomes report to partners and the executive team on a bi-weekly basis.

  • Responsible for all contractual obligations of the organization when it comes to client outcomes

  • Develops and/or maintains the New Earth’s quality assurance plan in keeping with the organization’s directives as well as county, city, state and funder requirements

  • Serves as the New Earth’s HIPAA Officer, ensures all activities within the organization are conducted within the guidelines and regulations of Federal HIPAA requirements

  • Participates in New Earth’s leadership meetings as well as various task committees as needed

  • Presents or attends meetings on behalf of the New Earth with outside stakeholders, business partners, and prospective business partners

  • Evaluates existing contract compliance, monitoring and reporting to ensure all goals are being met

  • Oversees audits of a minimum of 10% of client’s files monthly and reports to the Executive Director

  • Ensures 90% of total agency caseload has current case notes and files

  • Assists with responding to grant and/or Request for Proposal (RFP) opportunities

  • Conducts 5-10 clinical trainings a year

  • Develops, plans and implements strategies to manage program growth and ensure self-funding and sustainability of the program. Regularly reviews and recommends changes in program services to meet client needs with particular emphasis on services for underserved populations, oversight of program evaluation and quality assurance functions for department including assessment of applicable legal and professional requirements and monitoring treatment plans for clients. Ensures contract compliance for department and volunteer personnel within the department. Initiates, implements and monitors compliance with evidence-based practices

  • Collaborates and coordinates with interagency partners (e.g., social services, alcohol and other drug services, hospitals, probation, education, health, and mental health, etc.) to provide a coordinated, goal-directed care for client population

  • Coordinates and supervises staff providing constructive feedback and consistent formal performance reviews

  • Reviews compliance to legal guidelines, internal policies and quality standards, including assisting with updating and creating policies and procedures to stay in compliance with the necessary entities

  • Evaluates performance and disciplines employees when necessary

  • Provides crisis intervention and clinical services as needed

  • Carries out other duties as assigned by the Executive Director

Qualifications

  • Experience in clinical supervision and program management

  • Solid understanding of budgeting, resourcing, and performance evaluation procedures

  • Excellent knowledge of standards (e.g., ISO) and regulations for the clinical field

  • Proficient in MS Office and computer systems (e.g., patient management software)

  • Program development, evaluation, solid organizational skills, and public speaking

  • Excellent communication and people skills

  • Exceptional organizational and leadership skills

  • Experience in providing services to those with a history of justice system or foster care involvement ages 12- 25 preferred

  • Ability to work in and adapt the culture of a multi-cultural, community-based organization

  • Commitment to maintain confidentiality

  • Understanding of the organization’s mission and culture and the ability to maintain appropriate boundaries with staff and clients in all circumstances

  • Demonstrate knowledge and understanding of domestic violence, sexual assault, and trauma Informed Care approaches

  • Aptitude in resolving issues and conflicts

  • Five (5) years of clinical program management experience

  • Experience with Medi-Cal, Victim Witness and other types of client billings

  • Computer literacy and proficiency in MS Office and data tracking /outcomes management software required

Education

  • MSW required. LCSW or Licensed Psychologist preferred

License & Certification

  • LCSW or PsyD preferred

  • Current, valid California Driver's License and driving record

  • Current proof of personal auto insurance

Skills & Abilities

  • Experience with fiscal management

  • Principles, practices and techniques of program planning, development and evaluation

  • Budget preparation and monitoring, including budgets involving grants, contracted services and state and federal funding

  • Adept in Apricot, Social Solutions, SalesForce or any other client outcomes management database

  • Principles and techniques of contract negotiation

  • Microsoft Suite
