TITLE: Director of Community Public Health

RATE OF PAY: Starting Salary-$113,164/year with comprehensive benefits package including paid holidays, paid leave, 2% match to deferred compensation, option for full health and dental insurance, wellness program, EAP, professional development training, and NYS Retirement pension.

MINIMUM QUALIFICATIONS: In accordance with 10 NYCRR 11.182.

• Possession of a Master's Degree, or higher, in Public Health or a related field* AND two (2) years of administration experience in a health-related organization or government agency that demonstrates that the candidate possesses the knowledge and skills necessary to administer public health programs including workforce and budget management, effective communication, effective establishment and implementation of policy or business goals, and compliance with legal requirements; OR

• An appropriate combination of education and experience deemed equivalent by the New York State Commissioner of Health* for a conditional approval for appointment.

Option #2: Candidates who do not meet the education or experience requirements of this section may be conditionally approved for an appointment of two years by the State Commissioner of Health with an opportunity for two additional one-year conditional renewals. Final approval of these candidates shall be contingent on satisfactory progress in meeting a public health education or experience plan developed in conjunction with and approval by the State Commissioner of Health.

EDUCATION NOTE: Related fields* include public health nursing, health administration, community health education or environmental health.

TYPICAL WORK ACTIVITIES:

Administers a local Health Program for all actions and programs of the Department including the Licensed Home Care Services Agency, Comprehensive Home Care, Public Health clinics, Children with Special Needs Program, Rabies Program, Tuberculosis Program, Immunization Programs, Communicable Disease Program, Preventative Health Programs and Maternal Child Health Programs;

Prepares and manages the annual budget;

May act as incident commander for public health emergencies assuring compliance with state and federal requirements;

Develops new programs to meet community need for services;

Advises Health Advisory Board and local Board of Supervisors on policy matters pertaining to the public’s health;

Analyzes the need for number, types of staff and develops contractual arrangements as necessary;

Oversees and manages all contracts used by the department;

Coordinates activities of all required advisory and professional committees;

Acts as liaison person for all governmental agencies and community groups and develops and assigns departmental representation;

Acts as Local Health Officer to all municipal jurisdictions in Ontario County:

Plans, develops, and monitors Municipal Public Health Service Plan, Community Health Assessment, Performance Report and Health Education Grid in accordance with New York State Department of Health requirements;

Administers all data collection activities and statistical reporting;

Administers policy and procedure development for all programs;

Assures that the departmental programs meet all Federal, State, and local requirements;

Plans, develops, and monitors public health grants such as immunization, lead, cancer screening and emergency planning;

Conducts systematic program and financial evaluation on an ongoing basis.
