Primary Purpose of Position: The Director of the Homeless Initiatives leads the team responsible for the development of state rules, policies and programs that work to prevent and end homelessness in the state of Maine. The person in this role translates MaineHousing’s strategic goals (to reduce the length of time and the number of Maine people experiencing homelessness and to improve housing stability for Maine people at risk) into effective programming. This position collaborates closely with the Maine Continuum of Care, Homeless Service Providers receiving MaineHousing funding, and the Federal Department of Housing and Urban Development.

Education and Experience: Appropriate education and six years of experience in business or public sector administration and project management experience; or a combination of ten years of experience, training, and education in a leadership role, and four years of supervisory experience.

Core Functions:

· Partner Engagement

o Establish and maintain strong positive relationships with the Maine Continuum of Care and recipients of MaineHousing funding.

o Collaborate with partners to address mutually shared goals and intended outcomes

o Seek regular feedback from all grantees to ensure that federally and state funded programs are effective in meeting goals and benchmarks

· Design, develop, and implement department programs, rules, and policies that align with the strategic goals and objectives of MaineHousing.

o Keep abreast of social trends and emerging issues around homelessness at the state and national level and respond as appropriate

· Ensure compliance with applicable laws, regulations and contracts

o Ensure compliance with all government funding agreements

o Coordinate with funding and regulatory bodies. Ensure timely submission of grant applications, negotiation of contracts, implementation of new or regulatory changes and resolution of contract or performance challenges

o Oversee the monitoring of program services, evaluate and assess program impact, recommend program or policy changes and direct program shifts and improvements

o Monitor funding and identify new funding sources

· Supervise, coach, and develop staff

  • Provide guidance to staff in performance of their job responsibilities and resolving problem situations
  • Conduct regular coaching sessions with staff
  • Work with staff to develop department and individual goals
  • Determine and realize training needs of staff

· Oversee annual homeless department operating budget, including financial goals and allocation of program resources

· Other duties as assigned

Skills and Knowledge:

· Knowledge of the homeless services system, including HUD priorities and the Continuum of Care purpose and processes.

· Ability to effectively lead and supervise others

· Proven understanding of business principles and techniques of administration, organization, and management

· Proven experience in strategic planning and development, project management, and policy development

· Strong time management and organizational skills

· Strong problem solving and analytical skills

· Strong negotiation skills

· Experience communicating effectively in front of groups

· Excellent communication skills – ability to speak, write, and listen well

· Ability to take initiative, to work independently, and to utilize creative and analytical skills to resolve issues

Working Conditions: Fast paced environment with multiple priorities, interruptions and deadlines. MaineHousing office hours are Monday – Friday from 8:00am to 5:00pm.

Reports To: Senior Director of Homeless Initiatives

Supervises: Homeless Initiatives Operations Manager, Homeless Response Systems Coordinator, CoC Project Coordinator, CoC Planning & Grants Coordinator, Homeless Program Coordinator, and Homeless Initiatives Support Specialist

The salary for this position is $81,496, plus a comprehensive benefits package!
