Rooted in South Philadelphia, Greater Philadelphia Community Alliance (GPCA) is the result of a strategic merger between Diversified Community Services (DCS) and United Communities Southeast Philadelphia (UCSEP). Both organizations share a long history in the settlement house movement of the late 1800s.
Over the last several years, DCS and UCSEP have experienced a period of resurgence and extraordinary growth. Capturing the regard of colleagues and funders, locally and nationally, we have earned a reputation as an entrepreneurial trailblazer. GPCA’s mission is to break the cycle of generational poverty by ensuring equitable distribution of resources for vulnerable children, families, and communities. Our vision is to be Philadelphia’s catalyst for community empowerment and partnership, and the upward mobility of families and communities. We are committed to a nonprofit model that promotes social enterprise, an inspiring and safe environment, and team-oriented culture.
GPCA’s current operating budget is approximately $12 million with 150 employees across more than nine programs and eight locations. We are looking to grow our staff to at least 200 within the next year.

Position Understanding
Greater Philadelphia Community Alliance (GPCA) has been growing steadily and is now seeking to dramatically accelerate growth and impact. The Director of Housing & Economic Empowerment is responsible for a $2.4 million operating budget and leading the strategic direction of the South Broad Partnership, funded by a $1.5 million grant by The United Way’s Promise, and managing a 19-person housing and benefits department that includes:
· Four (4) Housing Counselors and One (1) Supervisor;
· Six (6) Benefits Staff and One (1) Supervisor;
· Four (4) Intake Staff; and One (1) Supervisor
· Neighborhood Advisory Committee Coordinator
The Promise is United Way’s plan of action to move 100,000 people out of poverty in Philadelphia with income-based strategies that remove barriers to secure, stabilize, and grow income. The Promise’s family stability initiative combines efforts and offer opportunities for people to enroll in multiple benefits, alongside services such as financial counseling, legal support, free tax preparation, and employment services. By connecting individuals and families to important economic security programs and public benefits, we can lift the earning power of Philadelphia’s low-income residents.
United Way’s grant of $1.5 million supports GPCA’s South Broad Partnership which connects South Philadelphia residents to an array of benefits to build economic stability. The Director of Housing & Economic Empowerment will lead this very important initiative to expand housing counseling and economic empowerment programs in South Philadelphia.
Job Description
Reporting to the Chief Operating Officer (COO), the Director of Housing & Economic Empowerment will lead overall strategic operations for the housing counseling, benefits access, and Neighborhood Advisory Committee units of GPCA. In this capacity, the Director of Housing & Economic Empowerment will partner with GPCA’s executive team in developing and fostering an organizational culture that is consistent with GPCA’s shared values:

Responsibilities
- Lead, coach, develop, and retain GPCA’s high-performance housing counseling and benefits access team with an emphasis on developing capacity in strategic analysis and planning.
- Establish and implement HEE efforts that effectively communicate and support GPCA’s mission and strategic vision.
· Develop change management strategies to support the achievement of the overall organizational operations goals.
· Manage data collection, reporting and management in collaboration with all HEE supervisors and the Performance Quality Improvement team with a focus on surpassing annual contractual goals each year.
· Provide monthly billing information to the Finance Department; work in partnership with Finance to plan and monitor the budgets for HEE programs and meet at least quarterly to review budgets with Finance department staff.
· Work with GPCA’s executive management team to establish a sound plan of management succession that corresponds to the strategy and objectives of the organization.
· Partner with human resources to develop comprehensive strategic recruiting and retention plans to meet the human capital needs of HEE department.
- Develop and implement training programs and retreats to expand the capacity of HEE staff.
- Partner with the Executive team and Director of Organizational Advancement identifying and submitting proposals to maintain existing and secure new funding for the department to strengthen organization mission impact.
- Coordinate outreach, marketing and promotional efforts with the agency’s marketing and media team to reach members of the community who can benefit from HEE services.
- Directly supervise 3 supervisors, 1Administrative Assistant, and 1 NAC Coordinator.
Qualifications
This is an extraordinary opportunity for an individual with extensive change management and housing and economic justice experience to develop and cultivate a new organizational culture in a growing merged organization. The successful candidate will partner with the COO and work collaboratively with a high-performance senior management team.
Specific requirements include:
· Directly supervise five staff including: three supervisors, one administrative assistant and one NAC Coordinator through regular group meetings and supervisions.
· Ensure contractual goals are met for funders and partners through oversight of service delivery, data management, budgeting review and reporting.
· Submit proposals/RFPs/applications for existing and new funding sources and collaborations. Create HEE policies and procedures to ensure quality service for clients and accountability for HEE staff.
· Manage several contracts including: EFSP, PHFA, DHCD Housing and NAC , Benephilly, ECA NEC, PAF, UESF, Grandom, Bank of America, Wilson Park Jobs Plus program, PECO CAP and others (Pincus Fund, Clinton Waiting Room renovation, CHOP Find Help Initiative).
· Engage external partners through outreach, marketing and promotional efforts to promote services to clients in need.
