The Director of Housing Services is primarily responsible for managing the daily operations of the Housing Services department of the Association as well as working in collaboration with the Director of Clinical Services and Chief Programs Officer to ensure that all program(s) services are delivered with the highest degree of compliance for all Housing related grants, accreditation, and/or any supporting regulatory entities.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

Essential Job Functions:

Accountable for the supervision of staff and program operations for the Housing Services Department of the Association. Including:

  • Direct supervision of all MAP/LTS staff, Program Manager, and possibly contracted personnel, under Housing Services including Supervisors, Service Navigators, Team Leaders, Case Managers, and Pool Staff.
  • Monitoring of reporting databases for compliance reporting in coordination with
  • technical staff.
  • Monitors and reports monthly on program operations and outcomes to the Chief
  • Programs Officer, Associate Director, Housing Committee, and Board of Directors as necessary.
  • Reports are designed to track outcomes and ensure compliance with guidelines of both Association principals and policies and with key funding organizations like HUD, ODMHSAS, TAUW, COA, SAMHSA, and other public/governmental or private foundations as required.
  • Participates in Housing Committee and Housing Services Subcommittee to identify and promote long-range strategies for all programs under Housing Services that analyze risk and promote sustainability.
  • Works closely with the Chief Programs Officer, Director of Clinical Services, HUD Grants Administrator, Director of Evaluation and Compliance, and Intake and Referral Coordinator to plan, develop, implement, and sustain new and existing housing programs and services.
  • Assist the Director of Clinical Services, Chief Programs Officer, Associate Director, and/or Housing Solutions Coordinator as necessary with Grant Writing, responding to RFPs/RFQs/NOFAs, and Fundraising for purposes of supporting expansion opportunities and/or sustainability of programs or new initiatives, including, HUD, TAUW, ODMHSAS, SAMHSA, and other public/governmental or private foundations as required.
  • Helps to implement and ensure the use of Best Practice models such as Housing Care plans, Housing First, Harm Reduction, Motivational Interviewing, Seeking Safety, Employment First Trauma Informed Care, etc.
  • In coordination with Chief Programs Officer and the Human Resources staff, conduct personnel management practices; including hiring and firing practices within Housing Services.


Under the supervision of the Director of Clinical Services, manages all services-related operations of the Association’s housing programs/portfolio and services including:

  • Directing weekly housing staff team meetings.
  • Supervision of individual cases regarding the clinical needs of housing residents.
  • Training and educating housing staff on the mental health and well-being of residents including dissemination of knowledge regarding mental illness, substance abuse, and co-occurring disorders, and community resources.
  • Develops and maintains knowledge of Best Practice models and assists in their implementation as appropriate throughout the agency.
  • Monitoring charting and record-keeping at various program housing sites for required and timely documentation.
  • Training, educating, and supervising interns from various high schools, colleges,
  • universities, and/or other educational institutions.


Represents and promotes the Association, its policies, mandates, visions and initiatives, both internally and within the Community, on various Boards and Committees including:

  • Board Meetings (monthly)
  • Staff Meeting (monthly)
  • Housing Committee (monthly)
  • Housing Services Subcommittee
  • Housing Review Team (weekly)
  • Continuum of Care (monthly)
  • Homeless Services Network (monthly)
  • Other Committees and Forums as necessary and directed by the Director of Clinical Services, and Associate Director.
  • Public speaking engagements and educational forums on behalf of the Association as necessary for purposes of advocacy and education.


Stands in for Chief Programs Officer and Associate Director as necessary and directed Association management functions and duties, including delegating and directing staff as necessary.


KNOWLEDGE, SKILLS, and ABILITIES:

Minimum education, experience, technical and communication skill levels and license/certificates normally required to perform the duties of this position.

  • This level of knowledge is normally acquired through completion of a master’s degree in social work, Psychology, Counseling or a similar degree or 3-5 years of equal experience. Management and supervisory experience of at least 3 years.
  • Ability to manage, supervise and lead at multiple levels throughout the organization.
  • Thorough knowledge of systems theory and management techniques.
  • Thorough knowledge of various mental illnesses and diagnostic categories for purposes of executing Emergency Detentions, Clinical consultation, and supervision of cases for management education and training.
  • Extensive knowledge and experience working with people who are homeless chronically homeless and disabled or with substance abuse and co-occurring disorders.
  • Knowledge of Community Resources.
  • Strong oral and written communication skills, including interpersonal skills. Ability to prepare and deliver persuasive oral and written reports and presentations both internally and in large community/public settings.
  • Proficient PC skills including word processing and spreadsheet applications.
  • Working knowledge of Microsoft Word, Access, Excel, PowerPoint, and experience with other data management systems including internet based applications.
  • Business administration experience that includes accountability for financial oversight of program operations and budgeting processes.
  • Excellent analytical and problem-solving abilities. Must be able to systematically gather relevant information and apply logic to solving problems and make decisions; interprets various types of data; sees the relationships and inter-relationships among concepts, issues, or situations; handles crisis situations and makes clinical and management decisions with ease, speed, accuracy, and precision.
  • Ability to manage relationships with external and internal partners.
  • Ensures that information is always reviewed and presented in a thorough and accurate manner; precisely captures information to complete work accurately; focuses on the smaller elements and/or the fine points of material or processes.
  • Works well in a team environment; self-motivated; results oriented; ability to multi-task and ability to delegate as necessary.


WORKING CONDITIONS and PHYSICAL DEMANDS:

Typical working conditions and physical conditions associated with this position,

  • Work is performed in climate-controlled office environment, where exposure to conditions of extreme heat/cold, poor ventilation, fumes and gases is very limited.
  • Noise level is moderate and includes sounds of normal office equipment (computers, telephones, etc.). Environmental hazards may be occasionally encountered in normal performance of job duties.
  • Work requires a flexible work schedule due to internal and external meetings.
  • Travel will be required; must have reliable transportation and a valid Oklahoma Driver’s license.
  • Ability to effectively communicate orally and in writing.
  • Visual and auditory ability to identify and respond to environmental and other hazards of the site and staff/client behavior.
  • Ability to use office equipment safely and effectively.
  • Work requires a flexible work schedule due to meetings with internal and external clients on their time schedule. Occasional overnight travel or Administrative on call management is also required; must have reliable transportation.
  • Work involves standing and walking for brief period of time, but most duties are performed from seated position.
  • Work may include occasional pushing, pulling, or carrying objects up to 20 pounds such as files, documents, and computer printouts. Work normally requires finger dexterity and eye-hand coordination to operate computer keyboard and 10-key. Work utilizes hearing and speech in order to converse clearly with customers.
