Directs and oversees operations and strategic planning of procurement, vendor management, contract management, and general stores. Supports the University of Utah’s goals and mission. Acts as a catalyst between departments, faculty, stakeholders, and staff to ensure continuity and quality of service.
  • Leadership and staff management –You will be ultimately responsible for overseeing and managing the programs in your area. You will need organizational skills and be able to effectively delegate, and follow up to ensure work has been completed correctly. Attention to detail is critical for this position as accurate and timely payment processing is critical for university success. You will also need to work with other P2P leaders and constituents at looking at strategic opportunities for improvement, such as shared services.
  • Compliance with Laws, Regulations, and Policies – You will be responsible for ensuring that all work is being performed in compliance with all applicable federal and state laws and regulations, and university policy. As the Director, you will be charged with ensuring that university policies are updated and accurately reflect best practices for your areas. This will include providing timely training, updates, and communications with campus on these topics.
  • Staff Development – You will be charged with assessing the needs of current Staff and support Financial Services goals for staff development through providing for training needs of staff and developing staff for career progression and development. You will also be responsible for identifying opportunities to develop staff for positions in Financial Services.
  • Financial Services Technologies and Systems – our ability to assist the University in achieving broad strategic goals includes our ability to effectively utilize the technological resources available. You are expected to be familiar with applicable processes to identify improvements. The Director will need to be able to create, review, and share reports to determine effectiveness of staff. The Director will additionally be responsible for the creation of Key Performing Indicators (KPIs) to document the work being performed and identify opportunities for improvement. Measuring the success of what we do, broadly, is a goal of President Randall.


Ongoing expectations include the following:
  • Be an active and engaged member of the P2P Leadership Team including close collaboration with the other Director, Associate Directors and managers.
  • Be active and engaged leader within Financial Services by demonstrating collaboration and teamwork with other Director, Associate Directors and managers to help Financial Services support the University’s achievement of its goals.
  • Provide excellent customer service to a broad array of internal and external customers including University leadership, departments, legislators, Board of Regents, other higher educational institutions, internal and external auditors, suppliers, regulators, students and staff.
  • Be a credible leader and knowledgeable business resource, a good listener and collaborator to all departments and divisions with a focus on customer service and support to build stronger relationships across the University.
  • Manage, mentor and develop a customer service-oriented team in a dynamic and fast-paced environment.

Responsibilities
1. Directs the development and implementation of financial goals and objectives that are consistent with the University of Utah’s goals and objectives.
2. Directs compilation of data used to prepare budgets, accounts, coordinating appropriations while balancing University fund requirements.
3. Provides strategic direction by setting short and long-term goals, estimating budgetary requirements for staff, space and equipment planning, and implementing special projects and policies.
4. Develops strategies consistent with the University of Utah’s continuous quality improvement program.
5. Oversees all aspects of staff management including recruitment and retention of assigned staff.
6. Forecasts staffing, capital and operating budget needs in evaluating and reporting on market sensitivity, financial analysis, space utilization review, staff performance evaluation, etc.
7. Ensures customer/patient satisfaction by analyzing complaints, concerns and suggestions and providing appropriate follow-through.
8. Oversees the analysis and determination of appropriate staff mix to support customer/patient needs.
9. Ensures competency of management/supervisory staff through the development and/or presentation of educational programs and through on-going staff performance evaluation.
10. Markets and promotes new and existing programs and services to internal and external customers.
11. Participates in university-wide committees to establish customer/patient service and administrative plans and policies.
12. Facilitates cooperative and collaborative community and institutional relationships.
Problem Solving
Incumbents in this position have the authority to manage assigned units and designated programs and services. They are responsible for ensuring that diverse patient/customer, family and community issues affecting customer/patient service and care are resolved. Directs the planning and administration of the unit’s budget and makes spending decisions within budget guidelines. Oversees program development for assigned units and ensures that policies and procedures are followed.

Minimum Qualifications
Bachelor’s degree in Business Administration, Health Care Administration or related area, or equivalency (one year of education can be substituted for two years of related work experience); eight years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communications skills required. Applicants must demonstrate the potential ability to perform the essential functions of the job as outlined in the position description.

Preferences
  • CPPO or CPPB certification preferred or willing to obtain within 2 years.
  • MBA/JD preferred
  • Experience with public procurement.
  • Experience with contract management.
  • Experience with University or complex organizations.
  • Experience with or knowledge of Jaggaer or other procurement systems.
  • Strategic leadership
  • Excellent oral and written communication skills.
  • Proven ability to assess complex procurement rules against policies and procedures.
  • Ability to handle sensitive situations with diplomacy, tact, and professionalism.
  • Ability to motivate a team and develop staff.
