MBTA Regional Rail Transformation is a service focused program that will transform the current commuter rail into a significantly more productive, equitable and decarbonized enterprise with higher frequency all day bi-directional Regional Rail service. Specifically, the rail system of the future will be more like rapid transit on its most dense Urban rail corridors inside Route 128 and will have appropriately scheduled regional service to the network outside the urban core. The transformation will be delivered in phases with targeted no regrets infrastructure improvements delivering improved service in the short term in parallel to the planning and permitting of the first phase of electrification utilizing an innovative mix of battery and catenary.

Organizing all aspects of the program under one Rail Transformation Office (RTO) allows better configuration management and systems integration as the scope spans everything from demand forecasting, fare strategy, service planning, rail-bus integration, first/last mile strategies as well as the integrated delivery of new rolling stock, track, station, maintenance facilities and the power systems they require.
Reporting to the Head of Regional Rail Transformation, the Director of Rail Transformation Planning will lead the environmental and engineering planning aspects of regional rail transformation planning including phasing strategy; fleet & facilities planning; technology and electrification planning; RTO input into planning stages of capital delivery projects; providing technical & environmental input to the development of a business plan for the first phase of Transformation.
Due to the critical importance of system integration a key aspect of the role will be leading the coordination between future fleet planning and planning of the infrastructure which will be occurring in parallel.
In addition, the Director will have oversight of the technical feasibility studies and planning for no regret’s projects (to be managed by Railroad ops project managers).

Duties & Responsibilities

  • Leading the development of the strategy for project phasing and systems integration.
  • Coordination of the parallel procurement of rolling stock and infrastructure to ensure system delivery based upon common interface requirements
  • Managing the progression of the Rail Transformation no regrets projects from planning into implementation to ensure delivery of goals
  • Acting as a subject-matter resource on environmental planning and permitting at the local, state and national levels to support analysis of client projects
  • Managing the development cost forecasts for all aspects of Rail Transformation for use in Business plans, Benefit Cost analysis and Federal discretionary grant or loan applications
  • Supporting the technical aspects of Program and Project risk analyses
  • Procuring and managing multiple teams of consultants with diverse technical and operational specialties

Minimum Requirements & Qualifications

Minimum Education:


  • Bachelor's Degree from an accredited institution in Business Administration or Bachelors of Science in Engineering, Architecture, Urban Planning or a related field from an accredited institution
Minimum Experience and Required Skills
  • Ten (10) years of experience working with Urban Transportation and Planning Projects and different stakeholders in the implementation of major public sector initiatives.
  • Experience of planning for a megaproject (over $1billion capital value) or a program of projects
  • Demonstrated success managing and supervising mixed teams of consultants.

  • Ability to comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English
  • Ability to provide internal and external customers with courteous and professional experiences
  • Ability to supervise or work effectively with diverse workforce

Preferred Experience and Skills:


  • A Master's degree in Business Administration, Engineering, Architecture, and Urban Planning from an accredited institution.
  • 5 (5) years of experience with the planning of major project programs or megaprojects
  • Familiar with FTA and FRA rules and regulation regarding project delivery, environmental requirements and permitting.
  • Experience in the planning of railroad or transit projects requiring a systems integration approach
  • Experience delivering projects utilizing public private partnerships, design build based on performance specifications.
  • Familiarity with electrification projects
  • Familiarity with railroad operations
