Job Description:

Parsons is hiring a Director of Environment, Safety and Health to support our Petroleum efforts in Louisiana and Texas supporting the U.S. Department of Energy. In this role you will be responsible for the overall safety program and performance, You will support the Program Manager to provide overall management of contract performance, legal services, project planning and control, public affairs, graphics, records management, self-assessments, and miscellaneous support services. This includes integrating activities between multiple DOE prime contracts.

What You'll Be Doing:
As the Director of Safety, you’ll develop, implement, and maintain a comprehensive Safety and Health Program which shall include all activities necessary to ensure the health and safety of the work force and the public and shall meet the requirements of DOE Orders, the Safety and Health Manual, and federal, state, and local codes. Supervise the program to identify and eliminate or control hazards to persons or property at each facility. Represent the Program in all safety matters pertaining to internal and external activities. Monitor Program safety performance and conducts facility safety inspections and audits.

SPECIFIC RESPONSIBILITIES:

  • Establish and manage the job safety program

  • Performs safety functions within the scope of the job safety program and within the limits of his capability.

  • Performs accidents record analysis, and issues reports on a regularly scheduled basis.

  • Monitors the safety performance of all employees, or in respect to one or more functions of the job safety program.

  • Acts as the Company representative with the client.

  • Perform safety and health inspections

  • Conduct hazard identification analysis and abatement and accident investigations

  • Maintain maintenance records.

  • Responsible for industrial hygiene and coordination of all site programs addressing safety and health activities.

  • Abide by Occupational Safety and Health Administration (OSHA) Voluntary Protection Program (VPP) criteria plus achieve and maintain VPP status on the program.

  • May perform non-safety functions; however, safety duties are given a greater priority than non-safety functions.

  • Conducts safety audits through review and analysis of performance of safety records and safety inspections of facilities in compliance with SHARP Management.

  • Performs other responsibilities associated with this position as may be appropriate.

What required skills you'll bring:

EDUCATION/EXPERIENCE:

  • Bachelor's degree in Health or Safety related field

  • 20+ years of related program management experience in refinery, petroleum, oil & gas, chemical, business line

  • Government, DOE or USACE safety experience

  • Should have a broad general technical and business background.

  • Experience with VPP program application

  • Comprehensive knowledge of industry standards

  • Proven ability to perform in a management capacity, excellent written and oral communications

  • Good social and soft skills to manage the team members effectively

SKILLS/COMPETENCIES:
Requires knowledge of Federal and state health and safety regulations and reporting procedures, as well as strong written and oral communication skills.
