This recruitment will be used to fill one part-time (approximately 30 hours per week) Education Program Assistant 1 position for the Division of Extension and Engagement’s Family and Community Health Program at Oregon State University ( OSU ).

The Oregon State University Extension Service invites applications for a part-time (.75 FTE) Education Program Assistant 1 (EPA) position serving Baker County. This position is with the Extension Family and Community Health program (affiliated with OSU’s College of Public Health and Human Sciences) and based at the Extension Baker County office in Baker City, Oregon.
Extension programs in the College of Public Health and Human Sciences align toward a common vision of lifelong health and well-being for individuals, families, and communities. The central purpose of these positions is to extend the knowledge and research of OSU to the communities of Oregon in a manner that is responsive to local needs and respectful of local norms and culture. The EPA joins a network of campus-and community-based Extension faculty and staff who share this responsibility for community engagement.

Purpose of the Position
The EPA1 position is part of the Supplemental Nutrition Assistance Program – Education (SNAP-Ed) Program, a nutrition education program in Extension Family and Community Health. Extension educators provide evidence-based interventions through SNAP-Ed, a nutrition education and obesity prevention program targeting SNAP eligible audiences. Programs are designed to promote healthy eating habits and a physically active lifestyle. All programming is done in collaboration with community partners, such as schools, food banks and pantries, and government and non-profit agencies. Funding is provided in part by USDA’s Supplemental Nutrition Assistance Program (SNAP) through a contract with Oregon Department of Human Services.

This position will work under the supervision of the Union/Baker County FCH/SNAP-Ed Managing Faculty Member. Programs are implemented in a manner that measures impact, fosters program improvement and strengthens community connections. These positions require travel to various sites within the county.

    Position Duties
    The Education Program Assistant embeds the commitment of the university to a collaborative and inclusive community in all interactions and duties performed. The EPA collaborates with the faculty member to ensure that educational programs and outreach activities serve diverse populations, including those that have been historically marginalized/excluded from participation.

    50% Program Implementation

    Nutrition Education Delivery:
    Delivers pre-approved curriculum/programs, for managing food resources, making/preparing healthy food choices, encouraging physical activity, plant science/gardening and handling food safely to adults, youth and families in a variety of community settings. This will require travel to various county sites to deliver programming. Uses OSU Extension Service/SNAP-Ed approved curricula, materials and information.

    Prepares and provides developmentally appropriate lessons from preapproved curriculum and programs to all populations in an inclusive and culturally responsible manner.

    Delivers programming discussed above in in-person or virtual format depending on curriculum and circumstances.

    Obesity Prevention Efforts (Policy, System, Environmental Change):
    Works with SNAP-Ed Managing Faculty Member and community partners to identify areas for policy, system, and environmental change, and implements OSU/SNAP-Ed preapproved processes that will influence change.

    Works as part of a team to conduct nutrition and physical activity needs assessments within the community.

    Works as part of a team to implement strategies/interventions in the school/community environment that support and encourage healthy eating habits and physically active lifestyles, such as implementing the Food Hero campaign strategies.

    Actively participates in school and/or community committees/coalitions to encourage healthy eating habits and physically active lifestyles, as directed by SNAP-Ed Managing Faculty Member.
    Provides trainings to partners/community with approved curriculums.

    35% – Nutrition Education and Obesity Prevention — Planning, Preparing, and Evaluating:

    Works with faculty, staff, and partners on marketing and recruitment for group/class set up and nutrition topics/lessons with site contact. Assists in preparation and ordering of instructional supplies needed for classes. Assists in assembling materials needed for classes and other nutrition education activities. Purchases appropriate materials for educational activities, including ingredients for food preparation and tasting.

    Participates in evaluation of program effectiveness.

    Utilizes state SNAP-Ed approved materials and approaches to implement nutrition education interventions for youth, adults and/or families, following federal and state SNAP-Ed and OSU Extension Service guidelines.

    Actively engages with faculty, staff, partners, and volunteers in the delivery of SNAP-Ed interventions/strategies to SNAP-Ed eligible youth, adults and families.

    Contributes positively to team projects in SNAP-Ed and the OSU Extension Service in the county.

    Engages community partners and community members in a culturally responsive manner.

    Contribute to equity, inclusion, and diversity as part of educational delivery and programming.

    Outputs and impacts of efforts to promote equity, inclusion, and diversity should be included in quarterly/annual program reports.

    10% – Nutrition Education Program Records:
    Record-keeping – Maintains class, meeting, and assessment records, attendance records, evaluation data, paperwork; verifies for accuracy; submits all required records upon completion of classes, meetings, and assessments for state and federal reporting; submits quarterly success stories -“Stories from the Field”; reports activities and their impacts into the Extension’s reporting system, coordinating with their managing faculty member; personal vehicle mileage for work travel, supplies purchased; other data/statistical information/records as requested.

    5% – Meetings & Trainings and Other Duties as assigned – Attends scheduled SNAP-Ed meetings and trainings. Participates in relevant statewide/regional conferences, workshops, meetings and trainings. Attends County Extension staff meetings and participates in regional/state OSU Extension Service activities, as directed.

    Minimum Qualifications

    High School Diploma or equivalent and at least two years of relevant experience (paid or volunteer), supporting community programs that serve children, youth, or adults
    OR Associate Degree and one year of work experience (paid or volunteer) which must be working in youth development programs, adult education, teaching, program delivery or related functions
    AND
    Demonstrated oral and written communication skills.
    Demonstrated skill to work with diverse audiences.
    Demonstrated skill to use computers for word processing, data management, and communications.

    This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

    This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
    Preferred (Special) Qualifications
    Bilingual (English and Spanish) and Bicultural. Demonstrated ability to engage Spanish-speaking audiences through the utilization of bi-literate and bicultural skills.

    Two years’ experience with delivering a curriculum in a youth group setting.

    Experience with SNAP-Ed or program partners (such as DHS, WIC, schools or other agencies).
    Working Conditions / Work Schedule
    Access to a vehicle is necessary as duties will require travel to various sites in the county to deliver the programs, and transporting curriculum materials up to 30 lbs.     Typical schedule is Monday through Friday. May require occasional evening or weekend hours, depending on program needs and approval of supervisor.

    This position requires you to work at other non-OSU educational sites that may have their own compliance program (e.g., vaccination).

    Flexibility to perform work in a variety of office and work settings.
    This position is deemed essential and the incumbent may be expected to report to work during inclement weather, emergency and other University work curtailments or closures.
