The Operational Supports Office is looking for a Washington Management Service 3 Employee Supports Senior Administrator to oversee the programs within the Safety Emergency Management and Employee Supports (SEMES) section of Operational Supports. This position reports to the Administrative Services Division, Assistant Director of the Operational Supports Office, and has delegated authority to develop and oversee DCYF’s crisis response, emergency management, peer support, and safety and wellness programs. The Opportunity (WMS3):
As the department expert, you will manage, monitor and direct DCYF’s experts, managers and staff through disasters and emergencies to provide a safe and secure environment for DCYF employees, partners and customers, and serve as a behavioral health and wellness consultant to the agency to create a continuum of supports for DCYF employees that address traumatic work-related events inherent to the agency’s work. You will direct, develop, implement, manage and oversee the department’s statewide emergency management, crisis response and peer support, safety and critical incident programs. These functions are essential in meeting the department’s stated values that includes “a focus on supporting staff as they contribute to the agency’s goals and outcomes” so that staff can have “a relentless focus on outcomes for children.” This is a fourth-line supervisor position with direct reports at the Psychologist 4 and WMS Band 2 level, and 23 other FTEs that includes an additional WMS Band 2.
Some of what you will do:
- Supervise and provide long-range direction and administrative oversight regarding Emotional Health and Well-Being and Critical Incident, Emergency Management and Safety.
- Implement and expand Crisis Response and Peer Support programs, and Critical Incident, Emergency Management and Safety programs statewide within the agency, and through partnerships with peer-focused and community-based organizations.
- Assists in crisis situations, as appropriate, and coordinate with the Staff Psychologist and Crisis Response and Peer Support team with interventions that support a trauma-informed environment for program participants and staff.
- Collaborate with Crisis Response and Peer Support leaders and team members in the assessment, coordination, implementation and evaluation of staff support programs, including educational programs and materials.
- Develop and utilize appropriate evaluation systems to determine the effectiveness of intervention and provide analyses to improve and shape this work.
- Assist in crisis situations, as appropriate following emergency protocols and procedures, and coordinate with the Safety and Emergency Management teams with interventions that support a trauma-informed environment for program participants and staff.
- Lead or ensure coordination of staff training for all staff or selected groups to participate in emergency response training, safety and evacuation classes, or other similarly required training to meet state and federal requirements.
- Serve as backup to the Staff Psychologist and other managers within the Safety, Emergency Management and Employee Supports programs, that includes direct services to DCYF employees that supports organizational and individual health, safety and wellness.
- Track and monitor the implementation and process of action plans to ensure completion and improvements are achieved.
- Independently analyze and draft new legislation, standards and policies related to emergency management, crisis response and peer support, safety and critical incident work.
- Represent the department in hearings or litigation regarding emergency management, crisis response and peer support, safety and critical incident programs and processes.
- Acts as the agency point of contact for emergency management, crisis response and peer support, safety and critical incident audits, and responsible for monitoring and fulfilling audit compliance agreements. Acts as a liaison to internal & external support resources.
- Delegated Appointing Authority for personnel actions under this position’s programs as authorized by the Assistant Director of Operational Supports.
What we are looking for:
A Bachelor’s degree, AND five years of experience in administering agency-level organizational or staff wellness programs, providing training in the components of overall safety and well-being, contract development, crisis response, critical incident, emergency management or safety principles.
Demonstrated knowledge and skills:
- Advanced knowledge and understanding of state laws, rules and policies related to emergency management, crisis response and peer support, safety and critical incident principles.
- Exceptional analytical, oral and written communication skills, with the ability to present complex information in an understandable format.
- Ability to plan and develop effective intervention strategies that are culturally responsive and trauma-informed.
- Ability to work in high-stress environment with multiple competing priorities, work independently and in a team environment to identify issues or problems and develop action plans to mitigate risks.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Master’s degree and three years’ experience in administering agency-level clinical programs, contract development, crisis response, critical incident, emergency management or safety principles.
Demonstrated knowledge and skills:
- Certification in mental health or social worker.
- Knowledge of and experience with staff wellness programs.
- Comprehensive experience, knowledge and commitment to the principles, methods and service delivery practices, particularly evidence-based and emerging best practices that focus on peer support and recovery.
- Developing curriculum and providing training on psychological and stress management topics. Trainings include: stress management, critical incident reactions, resilience, suicide awareness and prevention.
- Consulting and collaborating with staff, management, and health care professionals about matters related to mental health.
- Strong interpersonal and communication skills, a collaborative style of working with others, and a strong ability to maintain boundaries.
- Training in occupational health and safety, emergency management or similar disciplines.
- Development and delivery of continuity of operations and emergency management plans, training materials, and preparedness exercises.
- Advanced level knowledge of laws, rules, executive orders and processes governing emergency management, crisis response and peer support, safety and critical incident, and legislative and policy processes.
- Management style reflecting leadership, good judgment, problem-solving techniques, teamwork, and sound interpersonal communication.
- Ability to accomplish work in the most cost-effective and efficient manner.
