Job description
Provides technical leadership, engineering oversight, and personnel management to the engineering and asset management personnel supporting the operations and capital planning and improvements associated with Water Supply treatment/distribution, Wastewater treatment/collection and Stormwater management/collection.
- Selects and supervises Engineering and Asset Management workgroup staff, provides development opportunities, ensures work is performed effectively and evaluates performance of staff in an objective and positive manner.
- Responsible for the assignment and coordination of water resources technical support within the Engineering and Asset Management team; ensures proper resourcing of projects and adherence to project schedules based on priorities established in consultation with the Director of Operations and Engineering and the Division Director.
- Responsible for the development and maintenance of Water Resources standard construction details and specifications and collaborates with others in the Department of Public Works
- Oversees the preparation of and reviews and approves plans, specifications, cost estimates, requests for proposals and other contract documents for large, complex Water / Wastewater / Stormwater design engineering and construction projects
- Responsible for the final QA/QC review of design calculations, technical reports, permitting, detailed design and engineering plans and specifications for Water / Wastewater / Stormwater projects including; plant upgrades, storage facilities, pipelines, pump stations, distribution / collection systems, water/wastewater treatment systems, and stormwater management practices including green infrastructure practices.
- With the support of the assigned personnel, provides significant input into the Capital Improvement Planning for Water supply treatment/distribution, Wastewater treatment/collection and Stormwater management/collection systems.
- Will exercise judgement on details of work and in making preliminary selections and adaptations of engineering alternatives; makes recommendations to the Director of Operations and Engineering and the Division Director.
- Ensures the accurate and timely completion of comprehensive engineering review of all public and private development projects
- Coordinates the selection of consulting engineers; negotiates the scope of services and fees with consultants and suppliers; supports the engineers in the coordination and technical oversight coordination of consultants engaged in the engineering design and resident engineering inspection of water, wastewater, stormwater treatment and conveyance
- Works with developers, contractors, engineers and others regarding unusual design and construction challenges.
- Coordinates the technical support to the Stormwater Program in the identification, design and construction of large/complex green infrastructure stormwater practices to improve water quality and reduce water quantity discharge to the collection system.
- Coordinates technical support for support for Water Distribution, Water Production, Wastewater Treatment and Pumping as assigned by the Director of Operations and Engineering.
- In collaboration with the Director of Finance and Administration, ensures accurate and detailed project financial management of workgroup’s assigned projects in compliance with established workflows.
- Seeks consultation from City Engineer as indicated by project complexity or implications for other City infrastructure or slope stability.
- Together with the Director of Operations, Ensures the consistent and efficient coordination of Water Resources projects within the assigned workgroup with DPW Technical Services right of way/streetscape projects. Oversees and provides QA/QC for computer modeling (PCSWMM, KYPipe2000) related to water resources.
- Prepares written technical reports.
- Provides support to Water Resources asset management plan compliance.
- May be required, as necessary, to perform the duties of Engineering and Asset Management subordinates.
- Represents the city at various public forums.
- Prepares, submits and presents reports to the Mayor, City Council, Public Works Commission and other committees regarding assigned activities.
- Ensures staff observe and comply with all City and OSHA safety rules, regulations and protocols.
- Maintains accurate records and files.
- Performs other duties as required.

- Bachelor’s degree in Civil Engineering with demonstrated experience in at least 2 of the following fields (Water supply, Wastewater Treatment/Collection, Stormwater
- Management). Additional experience may be substituted for a degree requirement on a two-for-one year basis.
- Vermont PE license or other State license with ability to obtain Vermont PE within 6 months of hire.
- Minimum 10 years of experience in the Water Resources Engineering field.
- Minimum 3 years of experience in a supervisory or team lead role, including experience leading small teams strongly preferred.
- Functional understanding and experience with AutoCad.
- Must have experience in project management, including developing and maintaining project budgets, schedules, procurement and project controls.
- Must have experience in water/wastewater/stormwater (or, at a minimum some combination of at least 2 of those areas, i.e. water/wastewater, wastewater/stormwater or water/stormwater) design and construction administration/oversight project as a task manager or design/technical lead on a variety of projects.
- Preferred experience with municipal public works infrastructure planning, design, construction, operations.
- Preferred functional understanding and experience with ArcGIS.
- Must have experience operating hydraulic and hydrologic models; preferred experience building, calibrating, operating KYPipe 2000 and PCSWMM models.
- Must have knowledge of methods, materials, procedures, and standard practices of construction, including public works projects; contract negotiation and administration;
- Excellent written and verbal communication skills, including experience with public speaking and the ability to present public education programs
- Must have the ability to occasionally work beyond normal hours, at night or weekends and to travel to various seminars and conferences for the benefit of the Department.
- Must have the ability to exercise independent judgment within the limits of the position.
- Ability to delegate, direct and review the work of subordinate staff and the ability to train staff in engineering and construction principles and City workflows and procedures.
- Ability to communicate professionally and diplomatically with other DPW Divisions, City Departments, contractors and the public regarding the various projects under development and construction.
- Ability to read, analyze and modify specifications and blueprints to ensure work complies with all contract specifications.
- Ability to establish and maintain good relations with his/her co-workers.
- Ability to obtain and maintain a valid Vermont State Driver’s license required.
- Ability to receive constructive criticism and react appropriately.
- Strong problem solving and organizational skills required.
- Ability to be flexible and able to handle multiple tasks concurrently.
- Ability to meet schedules and deadlines.
- Ability to work independently and in a team environment.
- Must be able to operate and have a general working knowledge of personal computers, telephone communications equipment and other standard office devices.
- Regular attendance is necessary and is essential to meeting the expectations of the job functions.
- Ability to understand and comply with City standards, safety rules and personnel policies.
- Must have strong computer skills; demonstrated ability to effectively use computer equipment and related software; competent in use of Microsoft Office Suite (Excel, Word, Powerpoint.).
