To provide paraprofessional engineering support, and inspection for a variety of public works, utilities, storm water, and transportation facilities/projects as well as review of public development projects and private utility infrastructure (electric, gas, telecommunications, etc.) development within the City maintained Right of Way. This is accomplished by a) coordinating the permit application and approval process which includes permit review, correspondence regarding revisions to permit proposed plans, approving permits, and coordinating permit modifications post-approval; b) coordinating the inspections process which includes inspecting of permitted projects, maintaining a diary of inspection activities, creating lists of deficiencies in work inspected (“punch list”), approving work performed and performing project close-out tasks; c) supporting other group members in their permitting and inspections work; d) applying civil engineering concepts and regulations; and e) supporting the group supervisor and group manager with tasks as assigned. This position will serve mainly to permit and inspect the work performed by private utility companies, such as electric, gas, and telecommunications.
- Coordinates permit applications by working with permit applicants to navigate the permitting system and procedures.
- Performs permit reviews by evaluating submitted exhibits and city infrastructure inventory for potential conflicts and issues.
- Performs inspections of the Right of Way (Public Way) to ensure permit conditions and City Code provisions are maintained.
- Performs resident outreach and facilitates conflict resolution between residents and permit holders.
- Acts as a liaison with other City departments regarding all activities occurring within City Right of Way.
- Producing engineering and construction drawings and documents.
- Provides assistance by troubleshooting, conducting field inspections for other groups, interpreting and producing maps and work plans, and creating and submitting various reports.
- Participates in special projects.
- Associate’s degree in engineering or a directly related field or equivalent experience.
- Three years of paraprofessional engineering support experience in the area of assignment.
- Valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City.
- Advanced knowledge of MUNIS, Access databases, ArcGIS, and Excel spreadsheets is preferred.
- Experience coordinating permits and/or inspecting the work associated with a permit.
- Experience communicating with external customers.
