GENERAL STATEMENT OF DUTIES: Assigned to the Environmental Compliance Unit, works in a laboratory and in remote locations throughout the City sewer service area, collecting and analyzing water and wastewater samples, monitoring sewage plant performance, auditing compliance with permits and ordinances, and inspecting commercial and industrial sewer users; performs related duties as required.

SUPERVISION RECEIVED: Frequently works under the direct supervision of an employee of higher level, who assigns work and evaluates employee performance. Periodically assists an employee of higher level, who exercises working supervision, while working at remote locations; routinely works without supervision on weekends and holidays and may occasionally be required to work without supervision on other occasions.

SUPERVISION EXERCISED: May on occasion exercise working supervision over lower level employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Performs routine chemical, physical and biological analyses, using standard methods, as required for process control at the City sewage treatment plant , for monitoring compliance with the plant's wastewater discharge permit, and for monitoring Sewer Users’ compliance with sewer-use permits and ordinances.

2. Samples water and wastewater at locations throughout the City sewer service area. May occasionally be required to perform this duty without working supervision or while exercising working supervision over a lower level employee, who may provide assistance.

3. Performs inspections and routine chemical, physical and biological analyses, using standard methods, to access the contents of storm and sanitary sewers.

4. Audits compliance with sewer-use permits by using computer programs to evaluate wastewater monitoring reports submitted by sewer users and to generate various compliance status reports and form letters.

5. Inspects the facilities and activities of commercial and industrial sewer users, as required for conducting an Industrial Waste Survey and for assessing compliance with sewer-use ordinances.

6. May perform sampling, testing and inspections, under the working supervision of a higher level employee, as required for controlling hazardous material spills, often in assistance to the
Fire Department. When performing this duty, may be required to work without supervision and/or to exercise working supervision over a lower level employee.

7. Utilizes laboratory equipment, sampling devices, personal computers and software, office equipment, motor vehicles and other miscellaneous equipment as required.

MINIMUM ENTRANCE REQUIREMENTS:
A. An Associate of Science degree or two years of college education, with at least twenty cumulative college semester hours of study in general chemistry, organic chemistry, quantitative chemical analysis, and algebra.

B. Working knowledge of general and organic chemistry, quantitative chemical analysis, as well as elementary physics, biology and bacteriology.

C. Skilled in personal computer operation, and use of elementary business software applications, such as Microsoft Word and Excel. Ability to learn use of laboratory information systems software.
D. Ability to efficiently perform chemical, physical and biological analyses, using standard methods.
E. Ability to skillfully use and maintain laboratory and sampling equipment.
F. Ability to perform standardized arithmetic and algebraic calculations.
G. Ability to communicate complex technical and scientific information, both verbally and through written notices and reports.
H. Ability to comprehend and describe the structure, design and use of complex equipment, systems, facilities and procedures as employed in industry, commerce and public utilities.
I. Ability to manipulate heavy objects such as sample containers, automatic samplers and iron manhole covers.
J. Ability to wear a respirator and self-contained breathing apparatus.

NECESSARY SPECIAL REQUIREMENT:

• Possession and maintenance of a valid Michigan Driver's License during employment.
• Must have and maintain a telephone for after hours communication purposes, and be available on a standby basis.
• Ability to obtain a FIT Test Certification with respirator on an annual basis, and maintain certification (facial hair must be maintained so as not to interfere with the face seal).
• Ability to obtain and maintain the following Hazardous Waste Operations and Emergency Response

Certifications: First Responder Awareness, First Responder Operations, and Hazardous Materials
Technician.

NOTES:
The Environmental Compliance Unit performs two major activities: (1) It monitors the performance of sewage treatment processes at the City sewage treatment plant, and it monitors compliance with the plant's wastewater discharge permit. (2) It enforces City ordinances which regulate sewer use, and it issues and enforces sewer-use permits, under the authority of those ordinances.

PHYSICAL DEMANDS:
While performing the duties of this job, the employee regularly works in outside weather conditions. The employee regularly works near moving mechanical parts and is exposed to inclimate conditions, fumes or airborne particles, traffic, toxic or caustic chemicals, risk of electrical shock, and vibration. The employee is regularly required to reach with hands and arms and is required to stand and walk; and use hands to finger, handle, feel or operate objects, tools, or controls. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, and the ability to adjust focus.
