SUMMARY :

Incumbents in this classification are responsible for collecting samples and monitoring and inspecting food service facilities and industries to ensure appropriate equipment is in place. Typical duties include installing and maintaining monitoring equipment; monitoring rivers and assisting industry representatives to solve problems. Works under limited supervision

ESSENTIAL FUNCTIONS:

• When reporting to Waste Water Division, the working title is Environmental Compliance Specialist 1.
• Serves as a regulatory authority for applicable industrial, significant user sites and foodservice facilities which involves collecting industrial wastewater samples, pH and flow data to ensure pretreatment compliance with applicable federal, state and local codes, laws, rules, and regulations.
• Acts as an instructor/liaison between local and various municipalities, and industries, for the benefit of training and monitoring and on how to implement their FOG and Pretreatment programs.
• Inspects food service facilities to determine and ensure appropriate form(s) of grease control equipment are in place, components are properly installed and equipment is working properly; recommends required grease control equipment to be installed or serviced and applicable records to be maintained; conducts facility re-inspections to determine corrective measures have been implemented and routine maintenance schedules are being observed.
• Meets with septic tank haulers during the pumping of interceptors to verify equipment condition; confers with plumbers on the size and placement of grease traps and interceptors.
• Communicates with food services establishment to schedule on-site observation and inspection of the installation of a new grease interceptor in accordance with City regulations.
• Collects and maintains photographic evidence for documentation and violations, for the industrial files and the Summary of Activity records. As well, as enters data, photos collected and comments into the FOG (Fats, Oils and Grease), MMS (Monitoring Management System), and ISCO Flowlink software and computer databases.
  

MINIMUM QUALIFICATIONS:

Bachelor Degree in Chemistry, Biology, Environmental Science or related field and two years water quality experience; or any combination of equivalent experience and education.. Six months GIS experience preferred.

LICENSING AND CERTIFICATIONS:

Valid Tennessee Driver’s License.

Must be able to obtain HazMat Certifications within 6 months of hire.

Must be able to obtain a Special Police Commission

When reporting to Waste Water Division

Must be able to obtain State of TN Collections Systems Certification within 12 months of hire.

KNOWLEDGE AND SKILLS:

Knowledge of water quality sampling techniques and concepts; applicable Federal, State, and Local laws, ordinances, codes, rules, and regulations associated with stormwater management; stream assessment protocols; customer service principles; and community outreach and education techniques.

Skill in collecting water samples; preparing and maintaining a variety of forms, records, and documentation; operating GIS systems, interpreting and applying applicable laws, ordinances, codes, rules, and regulations, assessing stream protocols; providing customer service; preparing community outreach and educational materials; using a computer and related software applications; and, communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

WORK ENVIRONMENT:

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Incumbents may be subjected to odors, dusts, poor ventilation, chemicals, extreme temperatures, and infectious diseases.
