Job Summary
Provide overall oversight, vision and strategic leadership for continuing education and workforce development in the division of Professional and Career Education in conjunction with Vice President of Instruction and President. This position is responsible for coordinating and developing efforts with CE workforce specialists and Instructional Deans including: customized training in business and industry, healthcare, workforce development program, professional and career training programs and small business/entrepreneurial development programs. This position is responsible for marketing, enrollment, budget, data analysis and works closely with faculty and staff to achieve the goals of the division in accordance with mission, vision and purpose of the college.
Responsibilities and Duties
- Play a key role in developing effective partnerships with businesses and industries in the identification of training needs for both new and continuing employees and help develop customized workforce solutions.
- Administer procedures to market, implement and evaluate partnership activities and programs.
- Assess, create and administer new programs in response to the workforce development needs of the region and recruit students seeking workforce development and increase profit and FTE’s for the college.
- Stay current on workforce related developments and trends in the East Texas region.
- Analyzes labor market and program data for recommendations regarding course and program additions/deletions and consolidation, in consultation with instructional deans.
- Oversee operations of the Career Education registration portal (Modern Campus)
- Attends meetings with Business/Industry Councils in consultation with the Instructional Deans for areas as prioritized by the college.
- Promote a focus on professional credentialing by working with appropriate boards and accrediting agencies for industry recognized credentials and programs such as apprenticeships.
- Ensures compliance with regulations of the Texas Higher Education Coordinating Board, the Southern Association of Colleges and Schools Commission on Colleges, and other agencies as required.
- Keeps the Vice President of Instruction and the Dean of Institutional Planning informed of changes in the instructional program which might necessitate reporting at the state and/or regional accrediting level.
- Represents Kilgore College through community involvement and activities.
- Other duties as assigned.
Qualifications and Skills
- Master’s degree in an appropriate discipline. Doctorate preferred.
- At least five years of full-time industry workforce experience outside of education, plus a minimum of three years of administrative experience at the college level.
- Familiarity with Texas Higher Education Coordinating Board rules and reporting, especially in workforce areas.
- Must have excellent interpersonal and communication skills, both written and verbal.
- Must have a broad understanding of Community College education.
- Must have appropriate computer and supervisory skills.
- Must be able to work with little supervision and to deal professionally and courteously with a diverse group of industry and community partners.
