Job Description:
Collins Aerospace, a Raytheon Technologies company, is a leader in technologically advanced and intelligent solutions for the global aerospace and defense industry. Collins is seeking a Facility Security Officer (FSO) for our Rockford IL facility with a base of operations out of our Plant One facility located at 2421 11th Street, Rockford IL 61125. This security position requires an eager security professional to support multiple programs and efforts. The position requires a self-motivated candidate who is capable of working in an independent or team environment with minimal direction.

As the Facility Security Officer (FSO) the individual will work closely with various Government Agencies and Offices to generate and maintain the facility’s industrial security program and may serve as a secondary point of contact in documenting, monitoring, and auditing classified information systems (IS) for compliance with applicable U.S. government cybersecurity requirements.

  • The selected candidate will be responsible for effectively developing, administering, and maintaining program security policies and procedures to ensure compliance with 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) Rule, Defense Counterintelligence and Security Agency (DCSA) Assessment and Authorization Process Manual (DAAPM), Department of Defense Manual (DoDM) 5205.07 series, Joint SAP Implementation Guide (JSIG), and Intelligence Community Directives (ICDs).

  • Administering security policies and procedures will include: personnel processing, conduct security briefings / debriefings, marking and control of documents / materials, security education and awareness, reviewing and preparing DD254s, visitor control, destruction of classified documents / materials, program reviews, audits and self-inspections, violation investigations and reports.

  • Develop, prepare, and implement local Standard Operating Procedures (SOP). Operations Security (OPSEC) Plans, Emergency Action Plan and Disaster Recovery Plan.

  • Obtain and maintain Open/Closed Area accreditations, conduct annual self-inspections, facilitate customer inspections, and provide accurate record keeping per requirements.

  • Provide security support for proposal activities.

The ideal candidate will possess strong written and verbal communications skills, exemplary customer service skills, strong time management skills, the ability to creatively find solutions to complex challenges, and the ability to multi-task and thrive in a fast-paced environment.

This position will report directly to the Senior Manager, Government Security Compliance, Windsor Locks CT.

Basic Qualifications:

  • Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience or in absence of a degree, 9 years of relevant experience

  • US Citizenship Required

  • Ability to possess and maintain an active U.S. Government security clearance at the Secret level or higher as a condition of employment. The candidate selected will be subject to a government security investigation/reinstatement and must meet eligibility requirements.


Required Skills:

  • Minimum 4 years of experience in Industrial Security with at least 1 year as FSO/AFSO.

  • A related university degree or equivalent experience in a security related subject area.

  • Successful completion of the DCSA CDSE FSO Program Management for Possessing Facilities Curriculum within six months of hire.

  • Thorough working knowledge of the National Industrial Security Program Operating Manual (NISPOM) and other relevant DoD security guidance.

  • Experience interpreting and administering security doctrine, provide clear guidance to company employees, and recommends modifications to operations policies or procedures as appropriate.

  • Ability to interpret and implement security requirements outlined in customer issued DD-254s.

  • Working knowledge on managing prime / subcontract DD-254 forms (Contract Security Classification Specifications) and the National Industrial Security System (NISS)

  • Intermediate working knowledge on managing an access control system (ACS), and badging equipment.

  • Working knowledge on the physical construction standards for restricted / open/closed areas/SPAFs/SCIFs.

  • Extensive working knowledge of personnel security administration activities using DISS.

  • Experience conducting periodic / semi-annual self-inspections IAW Security Directives.

  • Experience in developing and managing a self-inspection and operations security (OPSEC) program to identify security risks with a methodology to mitigate the risks to an acceptable level.

  • Ability to develop and establish an effective security awareness, training, and education program.

  • Conduct initial security briefings, debriefings, indoctrinations, pre- / post-foreign travel briefings and refresher briefings, as appropriate.

  • Experience with classified information management (accountability, transfers and marking).

  • Ability to support Defense Counterintelligence and Security Agency (DCSA) or other customer security assessments.

  • Professional demeanor, good interpersonal skills, team player, and ability to excel in a high-paced multi-tasked environment.

  • Demonstrated ability to act independently, prioritize tasks, and manage to schedule.

  • Willingness to perform security tasks outside specialty (e.g. physical security) and be proficient in Microsoft Applications (Word, Excel, and Power Point).

  • Strong communication skills with the ability to communicate effectively in both oral and written modes, and be able to author and present subject specific presentations.


Must be willing to travel domestically – Minimum travel (5-10%), generally supporting other company facilities.

  • Insider Threat Program Senior Officer experience

  • Knowledge of Access Control and Intrusion Detection Systems
