Job Summary

Under general direction, is responsible for administrative and professional work directing and overseeing the delivery of case management and the coordination of parent engagement activities for Head Start families in accordance with Head Start Performance Standards, Head Start Act, and Parent, Family and Community Engagement Framework. Exercises direct supervision over assigned staff.

This position is paid for by federal Head Start funds. Effective Nov. 30, 2021, the Head Start Program Performance Standards reflect mandates requiring all Head Start staff and some contractors and volunteers to be fully vaccinated against COVID-19 by January 31, 2022 (the "Interim Final Rule" or “IFC”). Following recent federal court challenges, the IFC is currently not in effect in Texas, pending an appeal which could happen at any time and, once they are upheld, the IFC requirements for vaccines will be a requirement for employment with the City of San Antonio Head Start Program.


This position is a "grant funded" position, therefore unclassified and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Supervises, trains, and directs assigned staff to facilitate effective and responsive case management to Early Head Start and Early Head Start-Child Care Partnership families.
  • Supervises, trains, and directs assigned staff to implement the Head Start Parent, Family, and Community Engagement Framework. Develop and provide trainings relevant to the Head Start program.
  • Promotes, educates, and supports program goals and objectives to include assisting assigned staff in the understanding of child care subsidies programs. Drives continuous improvement of programs and services based on current participant, community needs, and Head Start Performance Standards, Head Start Act, and Parent, Family and Community Engagement Framework.
  • Monitors program performance relative to goals and objectives and takes appropriate action, when indicated, to ensure compliance with Head Start performance requirements; runs daily, weekly, monthly and annual reports, as needed; and works collaboratively with Child Care Center Directors, teachers, and staff to comply with Head Start Performance Standards and Child Care Licensing Minimum Standards.
  • Reviews and monitors outcomes and conducts necessary and timely follow-up and supervision for correction with appropriate staff.
  • Monitors the coordination of community resources to ensure Early Head Start and Early Head Start-Child Care Partnership families are identified and have access to appropriate community linkages, including families in crisis.
  • Monitors to ensure opportunities are made available to parents that involve group activities, including parent advisory groups, policy groups, and educational activities based on interest and need; and participates, coordinates, and attends community outreach events, parent meetings, and any other such meetings needed by the Program.
  • Interviews, selects, supervises, develops, evaluates, counsels, and disciplines personnel according to established COSA policies, procedures, and guidelines.
  • Assists in developing policies, procedures, and the monitoring process in conjunction with program staff; assists with Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) for EHS, EHS-CCP and Head Start Programs; and performs data entry services when needed.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Three (3) years of experience in social work with individuals and families or related experience.
  • This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at time be required and proof of Liability Insurance will be required.
Preferred Qualifications
  • Experience in early childhood programs.
  • Experience in supervising case management programs for families in need.
  • Minimum of two year of supervisory experience.
  • Experience with Head Start or other social services programs that serve low income families and children.
  • Fluent in English/Spanish (speak, read and write).
  • Current Pediatric CPR and First Aid Certification required or obtain Pediatric CPR and First Aid Certification within first 90 days in position.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  • Ability to operate a computer keyboard and other basic office equipment.
  • Ability to interpret and apply Federal, State, and local policies, procedures, laws, and regulations.
  • Ability to maintain familiarity with current trends in the areas of social work theory.
  • Ability to communicate effectively.
  • Ability to work independently.
  • Ability to select, supervise, train, and evaluate staff.
  • Ability to maintain confidentiality of information.
  • Ability to establish and maintain effective working relationships with co-workers, City management and their staff, colleagues, students, parents and the general public.

  • Ability to maintain good relationships with stakeholders (including current and potential Head Start families, community and coworkers), focusing on providing excellent and culturally sensitive customer service and presenting a positive image of the City in all community and stakeholder interactions.
