Who We Are

Community Action Partnership of Oregon (CAPO) is the State Association for Oregon’s Community Action network of 17 Community Action Agencies (CAAs) and the Oregon Human Development Corporation (OHDC), a statewide agency serving farmworkers. CAPO and its members are part of the national Community Action Network – a network made up of more than 1,100 local, private, non-profit, and public agencies that work to alleviate and eliminate the causes and conditions of poverty. In addition to its role as a statewide association, CAPO also runs the Rural Oregon Continuum of Care for Housing and Homelessness; a Supportive Services for Veterans’ Families program with six subgrantees; and the Oregon Training Institute, providing training for low-income housing weatherization and energy improvement.


Position Details

  • Full time
  • Salary $65,000 per year
  • Fully remote in Oregon, with in person meetings as needed.
  • Reports to Executive Director
  • 100% employee and 80% family covered healthcare, life insurance, 15 vacation days, 12 sick days, 12 paid holidays, 1 floating paid holiday, 401k with employer contributions after 1 year.
  • Must have a Driver’s License and pass a criminal background check.

Areas of Responsibility

Finance & Benefits Management

  • Submit AP/AR, credit card reconciliation, staff reimbursements, 401K reimbursements, and perform other fiscal related tasks in a consistent and timely manner.
  • Track, manage, and draw down funds from state and federal grants.
  • Support Program Managers in meeting grant deadlines and reporting requirements.
  • Serve as the primary liaison with the contracted fiscal services provider (SMJ/Portland)
  • Assist CAPO Executive Director and SMJ during organizational audits, grant monitoring, and reviews.
  • Support Executive Director and SMJ in the timely submission of Department of Revenue and IRS tax forms.
  • Manage staff employment benefits as needed, including health insurance, 401K plans, etc.
  • Manage employee timesheets: assure they are submitted on time, completed with correct coding, and approved by the supervisor, and then submit to SMJ.

Operations

  • Serve as the primary liaison between staff and various suppliers.
  • Track insurance contracts, bills, and organizational deadlines.
  • Manage organizational IT & Software (Microsoft, Carbonite, Zoom)
  • Work closely with the Training & Technical Assistance Coordinator to provide support to Association members when needed.
  • Work closely with state agency personnel at Oregon Housing and Community Services to provide information and reporting when needed.

Requested Skills

  • Ability to work remotely from a home office.
  • Ability to work with minimal supervision and with a diverse group of
  • Significant understanding of non-profit and fund accounting. Training or experience with OMB Circular Guidance, HUD, CSBG, DOE, VA grants a plus.
  • Advanced level of proficiency in technology tools such as Microsoft Office applications, Zoom, Bill.com, BambooHR, etc. Ability to learn new software quickly and efficiently.
  • Ability to think independently and creatively solve problems with a can-do/solutions-oriented mindset.
  • A great attitude, with the flexibility to deal with issues as they arise.
  • Familiarity with Community Action and CSBG preferred but not required.
  • Commitment to the mission of CAPO.
