Your Team:

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities.

The Office of Asset and Property Management (APM) is composed of five divisions, which includes the Divisions of Asset Management, Property Management & Client Services, Housing Supervision, Housing Opportunities & Program Services, and Co-op Readiness & Technical Services.

The Division of Co-op Readiness & Technical Services (CRTS) oversees three (3) programs within the Office of Asset and Property Management (APM). The programs are the Tenant Interim Lease (TIL) program which trains and assists tenant associations in city-owned buildings to develop economically self-sufficient low-income cooperatives; the Technical Services program, which provides technical resources to the divisions within APM; and the newly formed Lead Unit which is responsible for assuring lead-safety in city-owned buildings within APM.

Your Impact:

As a Financial Reviewer in the Division of Co-op Readiness & Technical Services/Tenant Interim Lease program (TIL) you will be responsible for the oversight of financial management activities undertaken by the Tenant Associations (“TA”) who act as property managers on behalf of HPD to ensure proper fiscal practices and funds management.



Your Role:

Your role as Financial Reviewer will serve as the liaison between the TIL program and the TAs and will be responsible for monitoring the TAs officers who act as property managers on behalf of HPD.

Your Responsibilities:

  • Financial Reviewer will carry a portfolio of 15-20 Tenant Associations (“TA”) and is responsible for reviewing and processing monthly financial reports submitted by TAs using auditing standards to reconcile and balance financial records, including bank statements, rent rolls, and rent receipts, invoices and expenses and other supporting documentation.
  • Oversee financial reporting activities: create rent repayment plans, monitor rent arrears balances, conduct rent reconciliation, monitor relocation deposits and payments, prepare missing documentation notices etc.
  • Assess fiscal health and financial needs of assigned buildings. Work to ensure that TAs follow reporting guidelines and procedures and work closely with the Compliance team on corrective action plans.
  • Track and report portfolio updates on a regular basis with supervisor and communicate status with TAs. Identify and make recommendations on how to resolve financial issues of the TA’s.
  • Perform office and field-based training to TA officers on how to prepare and submit financial reports, ensure TA officers are sufficiently trained in financial and property management, auditing and accounting best practices. Fieldwork with TA’s typically takes place in the evenings.
  • Provide technical guidance to TAs upon request, and work with TIL program technical assistance contractor (e.g., NHS, UHAB) to provide assistance to TAs in financial reporting and troubleshoot issues
  • Maintain and communicate TA information on the TIL portfolio, including changes to tenant of record information TA bank account, with other staff in the TIL program to ensure program has up-to-date information
  • Maintain financial reporting spreadsheets (Excel) and ensure proper documentation and record keeping of all TA financial reporting for audit purposes
  • Undertake TIL program initiatives with TAs such as ensuring TAs have valid bank riders, closing bank accounts, collecting service contracts (e.g., boiler and elevator contracts)
  • Regularly review financial workflow processes, procedures, forms, and models with supervisor
  • Perform other duties as assigned by supervisors

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

  • Minimum 2 years of professional accounting experience
  • Strong quantitative analysis skills and familiarity in real estate financial management practices
  • Strong computer skills with intermediate to advanced level proficiency in MS Excel, Word, and Outlook
  • Professional and effective interpersonal communication skills, with experience performing outreach and managing client relationships
  • Excellent time management skills and the ability to prioritize tasks in accordance program objectives.
  • Fluency in Spanish language a plus
