Franchise Analyst, CG-1101-13/14 (FPL 14), (REMOTE POSITION)
Job description
Duties
At the full performance level, major duties include:
- Serves as a technical expert in the area of franchise analysis. Determines the least cost resolution of failing financial institutions using the least cost test model, including gathering and analyzing financial and other information concerning the institution. Interacts with staff of various supervisory agencies and communicates results of least cost resolution evaluations and other analyses to DRR management.
- Analyzes troubled complex financial institutions using call report data, other publicly available information, and confidential supervisory information, including the institution's franchise value, unique business lines, and interconnectedness, to develop a preliminary resolution strategy. Evaluates financial data and reports on failing, failed or acquiring financial institution transactions and recommends action based on procedural directives, current policy and special circumstances of the institution.
- Prepares failing bank board cases and prepares presentations of those cases to the FDIC Board of Directors and their deputies. Prepares written recommendations for review to DRR management regarding alternative resolution strategies.
- Gathers appropriate and timely information for institutions identified as potential resolution candidates by working closely with FDIC supervisory staff and representatives from the other bank and thrift regulators. Develops, prepares and revises legal documents governing the sale of failing financial institutions and loan assets, coordinating these activities with the Legal Division.
- Performs research and analysis of the financial services industry, the financial markets, FDIC-insured commercial banks and thrifts, including their holding companies and affiliates, as well as national, international and regional trends to produce reports and/or briefings on current trends and potential risks facing the Division and its mission responsibilities.
- Gathers, analyzes, compiles, and manipulates a variety of financial data to prepare financial documents, management reports and presentations, requiring research, analysis and evaluation of the financial, supervisory and historical information about a failing bank’s condition.

Qualifications
To qualify for CG-13, applicants must have completed at least one year of specialized experience equivalent to at least the 12 grade level or above in the Federal service. Specialized experience is defined as experience analyzing financial institution data, and at least one of the following: 1) Applying principles, methods and techniques of financial analysis, or 2) preparing board or director cases, or 3) using quantitative tools and techniques to measure and analyze bank financial statements.
To qualify for CG-14, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience 1) utilizing bank financial statements, market conditions, and industry information to determine least cost of liquidation which includes: a) analyzing financial institution risk using quantitative analytical data tools and techniques, and b) researching to determine potential financial trends; and 2) presenting findings on the results of financial analysis.

There is no substitution of education for the experience for this position.

The range of pay shown includes base pay plus supplemental locality adjustments for FDIC nationwide. The locality rates for these duty locations range from a low of 11.74% to a high of 50.45%. If electing the Remote Work Option, the duty location is set using the selectee’s primary residence, which must be in the continental United States. Locality pay will be based on the location of the selectee’s primary residence.
If electing any other position-specific telework option, the selectee’s duty location will be the current duty location of record for FDIC employees and the closest FDIC duty location to the selectee’s residence for non-FDIC employees. Locality pay will be based on the duty location and not the selectee’s residence.
Salary reflects a pay cap for this position of $250,000.

You will be evaluated for this job based on how well you meet the qualifications above.

4. Ability to analyze and communicate recommendations regarding the resolution process and practices.
5. Ability to communicate orally and in writing to audiences with divergent and conflicting views on issues involved.
6. Ability to research and analyze issues related to financial markets and intuitions.
7. Ability to use quantitative tools and techniques to measure and analyze data and determine risks to the deposit insurance fund.
