Summary
SUMMARY: Under the supervision of the Supervisor of Grants and Compliance, the program specialist is responsible for day-to-day financial grants management including accounting and providing technical assistance with grants and contracts, tracking revenue, developing and/or reviewing invoices, and supporting compliance and financial reporting activities. The program specialist will also assist with routing grant applications and agreements through AHS for review and signature.
DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE: The following are the duties performed by employees in this classification, however, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.
1. Lead invoicing activities by working with program contacts and accounting services to ensure accurate, timely, and complete invoicing that is tracked internally.
2. Track grant revenue and expenses based on approved budgets and provide budget updates to program contacts.
3. Compile and maintain accurate financial records and files regarding program activities; reconcile and resolve discrepancies.
4. Prepare financial reports with program staff as required; may access multiple databases to prepare such reports.
5. Develop and/or review budget modification and change requests.
6. Ensure contracts and/or grant agreements are approved and renewed in a timely manner.
7. Complete requests from auditors as appropriate.
8. Monitor assigned program or programs; ensure compliance with contract requirements and funding source regulations; recommend and facilitate implementation of procedural and operational changes to maximize services delivery and revenue.
9. Operate a variety of standard office equipment including a computer; may drive personal vehicle to make site visits and attend meetings.
10. Maintain accurate records and files.
11. Perform related duties as required.
MINIMUM QUALIFICATIONS:
Minimum Education: Bachelor’s degree from a four-year college with major coursework in business or public administration, finance, accounting, or another related field; or substitute minimum education requirement with additional four years of related experience.
At least two years of experience administering grants, performing financial analysis, or monitoring contracts funded by federal, state, and other funding agencies.
Required Licenses/Certifications: Possession of a valid California Driver's License.
