The Scottish Government has a great opportunity for a Head of Treasury and Banking within its Financial Services Division.

Treasury and Banking is one of three branches in Financial Services Division (FSD), within the Financial Management Directorate. Financial Services Division is the engine room of the Scottish Government’s Enterprise Accounting System (SEAS), which plays an essential role in managing funding, transactions, and financial controls and reporting for the Scottish Government and a range of public sector bodies.

Treasury and Banking Branch provides a wide range of banking, cash flow management and forecasting, and receipts and payments services to SEAS customers. Through its operation of the Scottish Consolidated Fund, it is responsible for distributing funding to the wider Scottish public sector, including NHS Boards and Local Authorities, and is the custodian of a range of Scottish Government banking contracts.

As Head of Branch, you will help ensure that funding for the Scottish public sector totalling in excess of £46 billion is available as and when required, and oversee Scotland’s participation in HM Treasury’s Cashflow Management Scheme to maximise cash availability through monthly cash forecasts and daily management of cash flows.

You will also contribute to the Ministerial target for payment of suppliers within ten working days by ensuring that payments are made accurately and on time, and will be the principle source of expertise and guidance in relation to UK and Scottish Government banking contracts and relevant banking services.

This vacancy arises at a critical juncture in the trajectory of the Scottish Government’s corporate systems and processes. The Programme to introduce a new Enterprise Resource Planning system is underway, with the objective of replacing current separate business operations and systems with a shared services model. As a member of the Divisional management team, you will help to lead staff through this change, contributing to the successful implementation of the finance element of the shared services systems and operating model.

Responsibilities

  • Management of the Treasury and Banking branch and a member of the Divisional Senior Management Team.
  • Management of all funding flows on behalf of the Scottish block, ensuring that the limits set by the UK Government and the Scottish Parliament are not breached.
  • Management and expertise in relation to the Scottish Consolidated Fund, ensuring that all payments and receipts comply with the relevant statutory requirements.
  • Management of Scotland’s participation in the UK’s Cashflow Management Scheme, ensuring that monthly cash forecasts are submitted to deadlines, and overseeing in-month monitoring of cash flows.
  • Management of the reconciliation of bank and other asset and liability accounts for which the branch is responsible.
  • Operation of the Scottish Government Banking Framework, and key point of contact for the UK Government Banking Framework, including engagement with Government Banking and supplier relationship managers, and advice, guidance and support in relation to banking services under the Framework.
  • Supporting divisional budgeting, information assurance and risk management activities, including engagement with internal audit and Audit Scotland.
  • Senior level engagement with internal and external stakeholders, including Scottish Government organisations and bodies, UK Government departments (in particular HM Treasury, HM Revenue & Customs and the Scotland Office), and banking contract providers.

Essential Criteria

1. Experience of managing relevant professional accountancy services such as corporate banking, cash management or payments and receipts processes. .

2. Staff management experience in a finance environment.

3. Experience of operating a packaged accounting software application, preferably in a large multi-user environment.

4. Experience of engaging and communicating with a range of stakeholders in a financial environment, ideally in the context of changes to systems, services or customers.

Qualifications

This role requires a recognised professional accountancy qualification.
