Job description
The Department of Industrial Accidents (DIA) mission is to administer the Commonwealth's Workers' Compensation System and to provide prompt and fair compensation to victims of occupational injuries and illnesses, and to see that medical treatment to injured workers is provided in a timely manner while balancing the needs of employers to certain workers' compensation insurance costs.
The Hearings Stenographer records verbatim, medical, technical, and lay testimony at quasi-judicial proceedings consisting of employee disability hearings, stop work order hearings, and public hearings on Workers' Compensation rule changes. Proceedings may be comprised of a presiding Administrative Judge, hearing officer, counsel for plaintiff or claimant, counsel for defendant or respondent, pertinent lay and expert witnesses, or combinations thereof. All testimony, objections, arguments, and motions are recorded, and speakers identified by the Hearing Stenographer with a high degree of accuracy at speeds reaching or exceeding 225 wpm for sustained periods via computerized stenography machine. The Hearing Stenographer has the professional responsibility to maintain the official record by accurately recording all that transpires at the time of the proceeding. Upon request of the Administrative Judge, hearing officer, or either counsel, the stenographer is required to read back verbatim portions of testimony during the proceedings.
Duties may include but are not limited to:
- Produces transcripts of hearing proceedings, which may include appealed cases and hearings taken by former employees.
- keeps accurate and up-to-date records of hearings taken, store electronic notes with appropriate information sheet, and maintain bakckup disks or S.D. cards of all electronic notes and completed transcripts.
- Create, build and update individualized dictionary for use with the CAT system.
- May be required to accompany an Administrative Judge in taking view of premises or other physical evidence outside of DIA hearing rooms and produce accurate transcripts of the proceedings.
- May be required to testify in superior court which includes reading back of completed transcripts.
- May travel to Regional Offices throughout the Commonwealth as needed.
Preferred Qualifications:
- The ability to record proceedings by stenography machine at the rate of 225 wpm or higher.
- Possess knowledge and understanding of legal, medical, technical and occupational terminology.
- Knowledge of courtroom procedures and rules and regulations by which a hearing proceeding is governed.
IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.
- Education toward such a diploma will be prorated on the basis of the proportion of the requirements actually completed.
