Homeless Accommodation Team Manager
Grade 4: £34,731-£41,703
This role is in Housing Options, within the Neighbourhoods Directorate and is linked to delivery of Cornwall Councils statutory duty to those homeless or threatened with homelessness under Part VII Housing Act 1996 (as amended) and the Homelessness and Rough Sleeping Strategy.
This role sits within the Accommodation Solutions Service which works to find emergency accommodation placements for homeless households and to ensure effective management and sustainment of those placements. It also has a focus on finding more settled private rented solutions for homeless households to move on to.
The role aims to deliver operational management of a team that at present has two main functions:
- Effective management of temporary accommodation stock including tenancy management, income collection, void management and landlord liaison;
- The offering of and co-ordination of suitable temporary accommodation placements to homeless households including the implementation of a new Accommodation Rent Accounting system;
Due to a period of increased demand, we are offering two positions of this role, one will be permanent and the other will be fixed term. Initially one manager will be predominantly responsible for placements and the other will be responsible for the management of temporary accommodation with the two managers taking joint responsibility for hard to accommodate cases, void allocations and planned moves. an additional post has been agreed for a fixed term to enable sufficient expertise to be built up and backlog work to be cleared. However, Housing Options Service is subject to a Service Review and future management arrangements are subject to change.
In brief, the role will:
- Provide all aspects of operational line management with a strong focus on ensuring that the team offer a quality service.
- Ensure that all emergency and temporary accommodation placements are made in accordance with legislative requirements.
- Ensure that all temporary accommodation is H&S compliant.
- Monitor and report on performance indicators.
- Ensure records are kept accurately up to date.
- Ensure effective financial administration to enable the Council to maintain strong supplier relationships and monitor budgets.
- Respond to complaints, MP and Councillor enquiries.
The work of the team is a combination of face to face and remote working, the team includes visiting officers who attend accommodation throughout the whole of Cornwall and as such this role cannot be completed remotely although flexible working arrangements may be possible.
The jobholder may occasionally be subject to emotional demands due to the nature of the customers presenting issues.
